The entirety of Pakistan are a society of tribes... what do you think Qabailas and Biradaris are? In fact, a significantly higher %age of Pakistan's population are organized into tribes compared to Afghanistan.
It is primarily Pashtuns that are organized into tribes within Afghanistan and they make up around 40-50% of Afghanistan's population, other minorities such as Tajiks do not have such a concept.
In comparison, all of Pakistan's major ethnic groups are organized into tribes.

Why would Pakistan spend its resources managing them?
