Dawoodi Bohra women write to PM Narendra Modi against Female Genital Mutilation

Several women from the Dawoodi Bohra community have come together to launch a campaign this week seeking Prime Minister Narendra Modi’s intervention to declare Female Genital Mutilation (FGM) illegal.

The online campaign under the banner of WeSpeakOut was kickstarted on November 19, World Day for Prevention of Child Abuse. Since India doesn’t have an anti-FGM legislation, unlike many countries where the practice is just as prevalent, the letter requests that the government at least issue advisories to state governments, and to the Bohra Syednas, declaring FGM an offence under the existing IPC and POCSO provisions. IPC Sections 319 to 326 deal with punitive measures for causing hurt and grievous hurt of varying degree. FGM also fits the definition of sexual assault on a child under POCSO.

The issue was earlier taken up by the Ministry of Woman and Child Development, which promised to ban the practice. But following silence from the ministry, the campaign has now been started. “FGM is a form of sexual violence that has deep emotional, sexual and physical consequences, with many of the consequences continuing throughout an adult woman’s life. It is time to end this harmful practice that causes pain and suffering to women and girls,” the letter states.

Masooma Ranalvi, one of the women at the forefront of the movement said, “We request the PM to issue a statement, aimed at the state governments and the Syedna himself, stating that this practice is illegal so that it comes to an end.”

Never heard of it in the subcontinent... I know it is a practical from east Africa.. Prevalent across all religions..

Not really... I have actually asked women from my family and relatives... nobody has heard of it. ... I asked this decades ago when islamaphobic websites started posting this as an Islamic thing... nobody had heard of it.

It isn't found in any Islamic text or any other references anywhere....

It's actually an African pagan thing adopted by others...

I am not here to argue if it's happening in Pakistan or not, that is for you guys to talk and discuss about. If it's not happening in Pakistan that's great, I hope we can learn from you guys in ending this evil practice.

This is what your reference says... "Bohra Community, who are thought to have brought the practice over from Africa"...!!! The Bohra are a small tiny minority... I have never even met one... there are more Bohra in India than Pakistan.

Do you know what Islam says about sex foreplay for women...? It's in The Quran and hadith... you can't do it with if you have female genital mutilation... plus give me one remote reference about it from Quran or hadith.

Sure ban it... however...it doesn't exists folks... not here in pakistan.. No where... except for fine east African nations..

Dawoodi Bohra even if it's small in number exists in Pakistan, so is the practice. By saying it doesn't will not vanish. I wish our elders have legislated about many things in good 60s when we banned triple talak. It's too late now.

In certain communities of Indonesia, mass female circumcision (khitanan massal) ceremony are organized by local Islamic foundations around Prophet Muhammad’s birthday. Some FGM are Type IV done with a pen knife, others are Type I done with scissors. Two Indonesian nationwide studies in 2003 and 2010 found over 80% of the cases sampled involved cutting, typically of newborns through the age of 9. The surveys demonstrated that circumcision among girls and boys is a universal practice in the study sites, in all of which Islam was the primary religion. Across the sites, among all the children aged 15–18, 86-100% of the girls were reported already circumcised. More than 90% of families visited in the studies claimed they wanted the practice to continue.[212][216]

Historical records suggest female circumcision in Indonesia started and became prevalent with the arrival of Islam in the 13th century as part of its drive to convert people to Islam. In islands of Indonesia, where partial populations converted to Islam in the 17th century, FGM has been prevalent in Muslim females only.[217][218] In 2006, FGM was banned by the government; however, FGM/C remained commonplace for women in Indonesia - the world’s largest Muslim nation.[219] In 2010, the Indonesian Health Ministry issued a decree outlining the proper procedure for FGM, which activists claim contradicted the 2006 ruling prohibiting clinics from performing any FGM.[220]

In 2013, the Indonesian Ulema Council ruled that it favors FGM, stating that although it is not mandatory, it is still “morally recommended”.[221] The Ulema has been pushing Indonesian government to circumcise girls, claiming it is part of Islamic teachings.[222]Some Indonesian officials, in March 2013, claimed cutting and pricking type circumcision is not FGM.[223] In 2014 the government criminalized all forms of FGM after it repealed exceptions to the laws.[224]

According to 2016 report by UNICEF, 49% of Indonesian girls of age below 14 had already undergone FGM/C by 2015.[225]
