China has a leadership that does not have to worry about election cycles or finding funds for its arms build up. The ability to make 20 year plans is not possible in a democracy. China also takes its defense and strategic well being far more seriously than India. The result is that China's forces are bigger, and most likely deadlier than Indias (Chinas forces are not combat proven, yet).

India is playing catch up. in 5-10 years Indias vulnerabilities vis a vis China should be wrapped up. Until then India has to sit tight and hope the PRC stays focused on the SCS dispute.

It will be more interesting/fair to compare the 2 militaries in 2020/5 the Indian military only begun major modernisation efforst within the last 3/4 years.

The one thing that will separate them though is that the Indian military has significant war fighting experience, has a legacy of professionalism and extensive training. It remains to be seen how well the PLA's conscripts perform in a war scenario.

Ever heard of the USA and its war machine? You don't have to be a single party dictatorship to have a powerful military. Democracies can do that too. In fact, most of the other powerful militaries belong to democratic countries with elections. USA, UK, France, Israel, Japan and so on.

It is a myth that being unaccountable to the people somehow makes you efficient.
