That’s a good point. But I think slingshots are better for skirmishes. Faster reload/easily acquired ammunitions.

If you are talking about this kind of slingshot that could also work but making long straight arrows is a tough job.
 
Better give them guns instead of a crossbow, throwing stones, you get maybe tear gas, grenade, rubber bullets. Crossbows -- you get fired at, and you can't return the fire in time because you're holding a crossbow and busy loading next arrow beside the crossbows do not even penetrate a stab-proof armor let alone Kevlar.

Crossbows are lethal killing machines. They can cut through Kevlar like a hot knife through butter. Anything over 300ft per second can go through non-reinforced body armour i.e. not strengthened by ceramic/steel plates (lv 3 and above).

But you are correct regarding slow reload time. However many crossbows, especially the new air systems have got around that, and are now have similar advantages to firearms.
 
It wont Grant them freedom, the louder their weapons will be the more the world will listen to them .. make the cost of Occupation high for India to either make a drastic change or leave volunteerly .

Crossbows have been used for military purposed for several millennia. One might also assume that with the advent of more modern and more lethal weapons that the crossbow would have been replaced by more modern weaponry. While this is largely true, there are still many active applications for crossbows in modern warfare and in guerrilla actions worldwide.

In Europe, the British manufacturer of Barnet crossbows supplied many to the Serbian military that used them "in ambushes and as a counter-sniper weapon" against the Kosovo Liberation Army in the Kosovo War. Special Forces in Greece and Turkey are still using crossbows for military purposes due to their psychological effect as silent killers. The Green Berets of Spain continue to use crossbows as well.

As Pakistan can't send support to the Kashmiris due to FATF. There is a way to arm the Kashmiri resistance with crossbows, which is silent and lethal weapon for guerrilla warfare and it is easy to make from local resources. The difference between bows arrows and crossbows is that crossbows are more accurate.
There are plenty of tutorials online on how to make wooden crossbows. This is the cheapest and lethal weapon you can make. One hit on neck would bring down the enemy who won't be able to alert by firing gun.

Return fire from Indian forces can lay down dozens of shots before another crossbow shot goes off. Yes for single hits i.e. targeting one lone person that might be useful, but you need the very top of the range, as in high powered bows that shot at 500 yards plus. But these are in excess of $1,500. You then have additional issues of wind drift, loss of speed and kinetic energy and arrow drop.
You're simply better off giving them an assault rifle.

I didn't say they're bad. They're good for hunting and have an effective range of 100-200 ft. But that's about it, the ones shown in the video costs about $200 - $300 and you can buy maybe 3-4 AKs at that price from the weapons market in Pakistan. That's one reason you don't hear rebels fighting with crossbows as much as guns.

The video shows shooting an arrow center mass at close range with possibly titanium point. Sure they'll penetrate a Lvl 3 armor as bullet tips are not pointy, arrows have a low SA, and high momentum.

Kevlar doesn’t protect against stashing or stabbing. Not really surprised that a crossbow bolt could penetrate it.
 
With these the range is a problem
This guy from video made multiple kinds of slingshots from short range to longer range, which were just made from scrap mostly. Short range could be effective if you are sneaking on someone in a street plus loading time was fast as well.
