India constructing three dams in held Kashmir

Monday, February 09, 2009

By Khalid Mustafa

ISLAMABAD: India has started construction of three dams on the Indus River — the lifeline of Pakistan. The construction of these dams is part of the Indian plan to generate 2,060 MW of electricity.

According to the latest study titled ‘Mountains of Concrete: Dam Building in the Himalayas’, Pakistan is on the brink of water disaster and its availability would plunge to 800 cubic meters per capita annually by 2020 from the current 1,200 cubic meters. Just 60 years ago, 5,000 cubic meters of water was available to every Pakistani citizen.

Keeping in view the appalling water situation in the country with only two big water reservoirs — Tarbela and Mangla — the Indian move could prove disastrous for Pakistan.

India has already constructed and made the Baglihar power project operational at the Chenab River and it is also building more dams on the Chenab River such as Uri-1, Uri-2 projects. India plans to construct 10-20 more dams on the Chenab River alone. On the Jhelum River, India is already constructing the Kishanganga Hydropower project.

The construction of these dams in Ladakh region to produce 219 megawatt of electricity has already started in clear violation of the Indus Water Treaty and ignoring the fragile environment of Ladakh region to meet the demand of the Indian Army deployed at Siachen glacier.

Indus River has a total length 3,180 kilometres from Tibet and to Arabian Sea. It runs 404km in China and 395km in Ladakh.

This information has been faxed in a letter written by Arshad H Abbasi, visiting research fellow SDPI Islamabad to Prime Minister Yousuf Raza Gilani seeking timely action to foil the Indian move to strangulate Pakistan’s agriculture sector. He has also sent copies of the letter to federal ministers of water & power and environment.

According to the letter the Nimoo Bazgo power project is situated at village Alchi, 70 kilometers from Leh and the construction work is at full swing. Initially, 45 megawatt of electricity would be generated by constructing 57-metre high concrete dam on the Indus River. Excavation work for the powerhouse is 100% complete and 48% concreting for dam up to crest level has also been completed.

Dumkhar project, a 42-meter high dam, will generate 130MW of electricity. The project site is located at about 128km from Leh on Leh-Khalsi Batalik road. And another project “Chutak” is under construction on the River Suru, (a major tributary of the Indus River in the Indian-held Kashmir) to produce 44MW of electricity initially in Kargil district by constructing 59-metre-high concrete dam. The project started in 2006 and is likely to be completed in the next two years.

Dams being built by India on River Indus pose danger to N Areas, Basha Dam, KKH

India has worst record of dams’ failure; Nine dams have so far collapsed destroying downstream areas

ISLAMABAD: The three dams being built by India on River Indus could play havoc in Northern Areas of Pakistan if the said reservoirs collapse for any reason intentionally or unintentionally releasing huge quantum of water causing flash floods that could devastate large swathes of land in Pakistan.

The Skardu city is to be the first victim and its airport that is only 17 to 18 meter high from Indus bed, would be submerged. The 282 Kilometer section of Karakoram Highway (KKH) from Besham to Jaglot having total length 806 Kilometer from Hasanabdal to Khunjarab would be washed away along with all bridges.

The said dams have exposed the Diamer-Bhasha Dam to danger, a senior official disclosed this to The News quoting the information contained in the Annexure A of the letter faxed to Prime Minister, and Federal Minister of Water and Power and environment by Arshad H Abbasi, Visiting Research fellow SDPI Islamabad.

“India is constructing large dams on River Indus, which include Nimoo Bazgo with height 57-metre, Dumkhar of 42 meters height and “Chutak” dam 59 meters height to basically generate hydropower. Three dams can store water up to 120,000,000 cubic meters. India’s dam-failure record has been worst, as nine of its dams have so far collapsed,” he said.

The scribe when contacted Sardar Aseff Ahmed Ali Deputy Chairman Planning Commission for comments over the development he said: “The concerns in your startling information earlier published in The News is well taken and this will be provided to the concerned department to take up this issue with authorities concerned in Pakistan as to whether the projects are being made by India on River Indus are in line with Indus Waters Treaty or not and the impact of the said dams on Pakistan’s areas if the dams collapsed.”

To a question he said that Kalabagh Dam has been deferred not shelved forever. The fast pace construction of Neelum-Jhelum Hydropower project has also been kicked off to establishing committed water uses on Rive Jhelum.

So we are working but as far as the erection of dams on Indus by India is concerned, Planning Commission is not mandated to look upon this very issue. However, he being Deputy Chairman of Planning Commission would take up this issue with concerned authorities in Pakistan.

This scribe failed despite two days of efforts to make contact with Shahid Rafi, Secretary Water and Power seeking comments over the issue.

When contacted Syed Jamaat Ali Shah, Pakistan Commissioner of Indus Waters said that his department is aware of the development and said that India can make the projects on run of the river. When asked as to whether he ever visited the site where India has kicked of physical construction, he said not yet. “We would like to go there when the tension between India and Pakistan following the Bombay attacks ease,” he said.

When asked that these projects have been substantially constructed and why Pakistani experts team has not so far visited the site, Shah argued that under the Treaty India is obliged to give information about the projects and we have received the information. He said whenever the tension will ease Pakistan’s experts would visit the site of the said dams.

When asked that India have worst ever track record of dams’ failure, he said: “We do not need to be worried as India is now introducing the modern technology in building the dams.”

However, the letter faxed to the government says that even in the modern history of dams, India has the worst record in dams’ failure. As many as nine dams of India have so far collapsed and the failure the latest was Jaswant Sagar Dam of 43.38 meters height that collapsed in July 2007.

Pakistan being on low riparian side is exposed to massive annihilation if the said three dams collapse.

The Nimoo Bazgo Hydro Power (HE) Project is situated at village Alchi, 70 kilometers from Leh and construction work is at full swing.

Dumkhar HE Project is proposed to generate 130 MW by construction of 42-meter high dam. The project site is located at about 128 Km from Leh on Leh-Khalsi Batalik road. And Hydroelectric Project “Chutak” is under construction on River Suru, (a major tributary of Indus River in Indian held Kashmir) to harness 44 MW initially in Kargil district by construction of 59-metre-high concrete Dam. Failure of Banqiao dam in China in August 1975 caused a 10 km wide and up to 23 ft high wave rushing downwards to the plains at nearly 50 km per hour killing 26,000 people from flooding and another 145,000 from subsequent epidemics and famine.

Pakistan formally demands Chenab water from India

LAHORE: Pakistan on Wednesday reclaimed 1.2 million acre feet (MAF) of water of River Chenab, which was stopped by India during the construction of Baglihar dam, a private TV channel reported. According to the channel, Federal Water and Power Minister Raja Pervez Ashraf had presented a report in the parliament in this regard. According to the report, during the last three years Pakistan had faced an acute shortage of water due to the construction of dams by India. Pakistan demanded that India either compensate for the losses or provide the water. daily times monitor

Are they trying to force Pakistan to take military action? If India refuses to give water to Pakistan and no other country is willing to make them, then Pakistan has no other option.

India raises concern over China dam on Brahmaputra
New Delhi, October 15, 2009 - indiatoday
India on Thursday expressed concern over reports that China was building a dam on its side of the Brahmaputra river, saying it would verify the matter.
The external affairs ministry said in a statement that China had assured it wouldn't take any step that harms India's interests.
The ministry said New Delhi hoped that China would not divert the Brahmaputra's waters.
The statement came amid reports that China had begun work in April on a hydroelectric project on the Yarlong Tsangpo river, the name Brahmaputra is known by to the Tibetans. The project was inaugurated on March 16 and the first cement poured on April 12.
The project would require the construction of a reservoir, which could mean diversion of water. When reports about the dam had first appeared three years ago, India had lodged a protest but Beijing said no concrete decision had been taken.

So I don't see anything wrong if India builds some dams in Kashmir. Its a 50-50 deal. Now cheers

you can do this but this is india not pakistan. if india was in placee US cant dare to do this. Do you ever think why this is happening to pakistan. I guess this is because govt of pakistan is not strong to oppose those attack and US is taking advantage of that.

Lets take an example of India, US pressurize CTPT in UN, immediately after 2 hrs India say no way it cant sign it, then immediately after 2 hr US says its not for India , india is exception.

I guess pakistan govt also need to make such quick response with in hrs then US can stop playing with pakistan.

This thread is about India steeling Water not the damn nuclear you Indian goofs. Though I have noticed that on threads Indians try to be very smart in diverting the topic. They did that the same day there was an attack on GHQ. India really does not understand the norms. 30% of Kashmir in Pakistan was a result on 2 wars 1948 and 1965. We would need to nuke India to get our share of water. Though Indians seem to have a lot in common with jews because they are also very good at manipulation.
