CPEC is a government development plan which includes many areas from infrastructure to policy making so please spare me BS that govt doesn't setup such projects.. in case of manufacturing units in IT zones they will be setup by Govt but govt will provide the right environment..

for a small IT company you need a building with electricity and broadband internet connection

manufacturing can have infrastructure needs in the realm of energy, transportation and utilities. I am not sure how much pakistani government is involved in those areas

BOI appoints 8 investment counsellors to facilitate investment under CPEC

Pakistan will further boost Pak-China cooperation through newly appointed investment counsellors, said Pakistan Ambassador Moin ul Haque.

According to Gwadar Pro, eight newly appointed Investment Counsellors have been approved by the Board of Investment (BOI). It will help Pakistan and China moving ahead to forge close practical cooperation in trade and investments sector. “I believe the investment counsellors will play an important role in further facilitating Pak-China trade and investment,” said Moin ul Haque at the investment counsellor awarding ceremony held in Beijing at the Pakistan embassy.

BEIJING: Expressing pleasure over the progress of China-Pakistan Economic Corridor (CPEC) projects, Chinese Foreign Ministry Spokesperson Wang Wenbin on Friday said that the flagship project has achieved new outcomes and entered a stage of high-quality development.

"We are glad to see that CPEC has achieved new outcomes and entered a stage of high-quality development," he said while responding to a question asked by APP during his regular press conference held in Beijing.

He also referred to the National Development Reforms Commission (NDRC) briefing in which a spokesperson of the commission gave an update on the new progress of the CPEC development.

"This is a demonstration of China-Pakistan friendship, and also an example of promoting the prosperity and development of countries along Belt and Road Initiative (BRI)," Wenbin added,

He said that the Chinese will work with Pakistan to implement the vital consensus reached between the leadership of the two countries and build the CPEC into a demonstration project for BRI’s high-quality development and to boost the building of an even closer China-Pakistan shared community.

Earlier, Meng Wei, a spokesperson of the NDRC, during a press briefing said that the CPEC has entered a new phase of high-quality development after making significant achievements in a wide range of areas over the years.

The CPEC has made significant progress, as expressways, vocational schools and power plants funded by China have been put into operation in Pakistan, he added.

The NDRC spokesperson also said that as a major pilot project of the BRI, the CPEC will accelerate Pakistan’s socioeconomic development in multiple areas, including energy and transportation.

"China and Pakistan will continue to strengthen cooperation focused on the Gwadar port, as well as energy and infrastructure projects, in order to promote the high-quality development of the CPEC," the spokesperson added.

On September 23, the Joint Council for Cooperation (JCC) of the CPEC held a meeting, where five cooperation documents and three inter-enterprise cooperation agreements were signed.

The Gwadar port needs to be linked up to China and to Central Asia and on to Russia by high speed rail. That way it can become a major manufacturing, logistics and industrial center.

Parliamentary Committee on CPEC arranged a Seminar in Muzaffarabad to get first-hand feedback on issues and obstacles in CPEC projects and obtain recommendations from various stakeholders on the resolution of these issues.

Speed isn’t as important as cost to transport. If the costs are even close to competitive with shipping by sea with the caveat that what is being transported is time sensitive, like food stuffs, the a rail link could be economically feasible.

New Challenges to CPEC construction

Currently, the CPEC construction has gradually shifted from energy and transportation infrastructure cooperation to industrial cooperation and industrial park construction. Imran Khan has given prominence to promoting industrialization and employment in Pakistan, and laid greater emphasis on the western route of CPEC.

Meanwhile, the international situation has also changed. Given the overall situation, we should be clear that old challenges have not yet subsided and new ones are emerging in the CPEC construction.

First, the complex international political situation, especially the interference of external factors on CPEC, cannot be ignored.

Second, Pakistan has a serious fiscal deficit, a huge foreign debt and a heavy debt service burden. The capacity to provide supporting funds for the CPEC construction has declined sharply and it is no longer feasible to expand infrastructure construction. Pakistan’s new government wants to rein in huge capital spending, especially on projects that require large amounts of foreign exchange.

Third, the overall security situation in Pakistan has improved year by year, but terrorist attacks still occur frequently. Over the past year, violent and terrorist attacks launched by Baluchistan separatists occurred frequently, with changes in form, geographical expansion and new features, and the threat to Gwadar Port and CPEC has increased.

Despite many challenges to the CPEC construction, it is the internal factors that are the root causes affecting the CPEC construction. When we realize and successfully eliminate the internal negative factors, external factors will not be able to really affect the process of CPEC construction.

China-Pakistan Trade, Energy, Investment Center to be set up in Shenzhen​

BEIJING – The Global Innovation Center (GIC) is planning to set up an office in Pakistan, as well as establish a China-Pakistan Trade, Energy, and Investment Centre in the organisation’s Shenzhen office.

Pakistan Ambassador to China, Moin ul Haque was briefed by Director General, GIC, Zhao Gang during a meeting held at the embassy of Pakistan, Beijing. GIC is focused on five core businesses: international cooperation in technology; incubation of new businesses; scientific and technological industrial zones; training of entrepreneurs; and investment and capital financing. It has offices in ten countries, including the U.S., UK, Germany, Indonesia, the Republic of Korea, and Thailand.

Zhao briefed the ambassador about GIC and its desire to cooperate with Pakistan in science and technology, focusing on the incubation of new businesses, the development of electricity storage devices, semi-conductors, and New Energy Vehicles. Positively noting Zhao’s suggestions,

Ambassador Haque highlighted the expanding science and technology cooperation between Pakistan and China. He also invited the Center to benefit from the initiatives and incentives taken by the government of Pakistan to facilitate investment in Pakistan in ICT, New Energy Vehicles, and emerging technologies and assured of the embassy’s full support in this regard.

Meanwhile, Pakistan Ambassador to China Moin ul Haque has appreciated Punjab Board of Investment and Trade (PBIT) for its efforts in facilitating the Chinese investors. In a virtual meeting with Ahmer Malik, CEO, and other senior members of PBIT, the ambassador assured them of the Embassy’s full supported. The meeting was also attended by Hussain Haider, Consul-General of Pakistan in Shanghai.

The interaction was a part of Embassy’s regular outreach to govt institutions in Pakistan in an attempt to review ongoing Pakistan-China cooperation, and to explore further opportunities in diverse areas. In his remarks, Ambassador Haque acknowledged the significance of Punjab in overall development agenda of Pakistan and its vital role for Pakistan-China economic ties.

The CEO PBIT briefed the ambassador about the policies of the Punjab government and various steps undertaken by PBIT to facilitate Chinese investments. He expressed satisfaction on the ongoing Chinese projects in Punjab and invited more investments in infrastructure, housing, agriculture, textile and tourism sectors. Ahmer Malik also informed that a special China desk was being established at PBIT to provide one-window facilitation.

BEIJING, April 22 (APP): Pakistan Ambassador to China Moin ul Haque on Friday said China and Pakistan were committed to acting together to address the challenges faced by the planet Earth.

The ambassador, in a video message to China Biodiversity Conservation and Green Development Foundation (CBCGDF) on the Earth Day, said, “Our bilateral development agenda, especially the current phase of China-Pakistan Economic Corridor, aligns with the vision of Green Silk Road, focuses on high quality development and pays close attention to environmental protection.”

Pakistan, he said, on its part also “stays committed to playing its due role in undertaking proactive climate action. We are ready to contribute more than our share to protect our invaluable planet and help it heal from centuries of neglect.”

In terms of cooperation with Pakistan on environmental protection, CBCGDF has made a lot of efforts, China Economic Net reported.

CBCGDF scientists have extensive communication and exchanges with Pakistan Academy of Engineering and colleges and universities, and expect to cooperate with them in environmental conservation, green economic corridor and biodiversity protection, so as to improve the well-being of both Chinese and Pakistanis.

“Science community plays an important role in promoting people-to-people exchanges and international cooperation,” said Linda Wong, Deputy Secretary-General of CBCGDF.

For example, he said, a team of Chinese scientists led by Wenjiang Huang were helping Pakistan enhance the country’s food security through sharing data of monitoring and assessment of desert locusts in Africa and Asia. “And CBCGDF also pushes forward the communication between students from both countries.”
