Who says a PM can't? Liberals had no issues with Indira dancing with tribals or Nehru smoking away in public or molesting women. Given how much in awe Liberals generally are of Europeans and want to copy everything Western, a certain Silvio Berlusconi and Ruby the heart stealer comes to mind.
