That is the mess created by letting all 1.4 billions people, most of them low IQ and poorly educated, to have a voice in how to govern their country. Leaders do not care about their people and long-term benefit of their country, but how to win next term. Sometimes, these targets can be addressed together, i.e. short term vote bank and long term benefit can meet, but it is just a coincidence.
