Many nations have private run offices in Germany to help getting in contact with German companys. They are setup for first contact and help with the bureaucracy act that is needed to move in, they also help that there wont come up confusion because of different cultural behaivor.
I had this way in my company many trainees from Japan who spend several weeks up to one year in Germany to see and learn how things are done here.
Because of the huge cultural different and the completely different behaivor of Germans and Japanese this office was setup to conduct first meetings, in the passed many tryed bussiness contacts failed because of the simple fact that Germans are straight forward getting right to the point and japanese are polite and would never went straight into detailed talks...
This japanese german office always come up with the example of a japanese top manager from a car air condition producing car supplyer company, he went to Germany and meet big car manufactors were he presented newest air condition models they could offer, he was totaly shocked that right from start the german side were talking about different shape different size and this has to be changed and that... he thought they critict every part of the presented new car air condition his company had to over, he reported his company in Japan that his first meeting was a total disaster. The next day his company phoned him and told him they recived a order of 2million units... he never understood that they did not critic their goods...they went right into the stage were they talked about how it needs to be changed to get build into their models... for that reason such offices are set up... pretty sure something similar exist for pakistan too...
