The EU and the Council of Europe are not the same thing.
Turkey is already a member.

The reason Turkeys membership is in question, is because Erdogan is playing with the idea
to reintroduce death penalty.
Abolition of Death Penalty is a requirement for Membership in the Council of Europe.
Since it is Turkeys membership that is at stake, it is Turkey that is put on the watch list.

That is nominal. Purchasing power parity is a more accurate measurement as that takes into account the goods and services a country can provide.

If a country can provide more goods and services for less money then it is only good for them.
