Paxar Corporation, a New York listed company recently acquired by Avery, acknowledged paying $30,000 to bribe Pakistani customs officials in 2008 through its local customs broker. Avery, a California-based company, manufactures and markets various office products in several dozen countries around the world.

In a settlement with the SEC, Avery has agreed to pay over $300,000 in fines, and accepted SEC's cease-and-desist order to stop its corrupt practices.

Here is a list of FCPA violations involving Indian entities reported to the Indian Prime Minister by India's US Ambassador Meera Shanker in Washington:

* On January 9, 2009, Mario Covino of Control Companies allegedly pleaded guilty to making illegal payments of over $ 1 million to employees of state-owned entities, including the Maharashtra State Electricity Board.

* On Feb 14, 2008, Westinghouse Air Brake Technologies Corporation’s Indian subsidiary, Pioneer Friction Ltd, settled civil charges in connection with improper payments to employees of Indian Railways. The $137,400-payment was made between 2001 and 2005.

* Subsidiaries of York International Corporation allegedly made improper payments of over $ 7.5 million to secure orders in various countries, including India. Payments were made from 2001 to 2006.

* C Srinivasan, a former president of A T Kearney India Ltd, allegedly made improper payments of $720,000 to senior employees of two partially state owned enterprises in India between 2001 and 2003.

* Textron’s subsidiaries allegedly made improper payments to secure contracts in various countries including India in the 2001-2005 period.

* Dow Chemicals subsidiary, DE-Nocil Crop Protection Ltd, allegedly made improper payments to various officials, including to an official in Central Insecticides Board. Pride International too, may have made third-party payments.

In spite of the well-publicized actions of the US government under FCPA, there appears to have been no government investigations ordered or actions taken against the corrupt officials on the receiving end of the reported bribes from the US companies in India and Pakistan.

China is ranked 89 i.e. below Pakistan.

And your point is?

China has a lot of government regulations that have to be met and also laws in place - for example, around limits on capital repatriation - that are not in place in Pakistan.

If we want to play the ranking game, please know that the World Bank ranks Pakistan 85th in the "Ease of doing business" index, whereas India stands at 133. You cannot have such a significantly better business environment if you have higher corruption. Which is why I have very little faith in the Transparency assessment.

In the World Bank's detailed assessment, almost every aspect of doing business, from incorporation, to tax holidays, to better infrastructure etc. is easier in Pakistan. In fact, historically, the one area which Pakistan could have done with an improvement in was the ease with which taxes are filed; since the last year or so, Pakistan has moved to a completely electronic e-filing system. My business filed taxes last year with zero difficulties. I expect this will be taken into account when the World Bank refreshes the list next year and Pakistan will rise further on the list.

The World Bank's assessment casts serious doubt on Transparency's (usually politically driven) rankings. The World Bank's list is available here:

A.T. Kearney has also recently significantly upgraded Pakistan's ranking on the list of offshoring destinations. That link is listed here:

If by 'we' you mean Pakistanis, then yes indeed, they do want to play the ranking game.

I don't understand how or why India got dragged into this discussion but this isn't the first time. Furthermore, how is it that you only seem to have faith in the survey that puts Pakistan ahead of India and not the other one?

Lastly, neither country has ANYTHING to brag about. I think all the members here should spend a day or two touring the US, only when we realize how far we've been left behind can we stop this nonsensical bickering and actually do something to improve the state of affairs in our own countries.

India was ranked 84th among 180 countries assessed for integrity, continuing to be perceived as a highly corrupt nation, by Transparency International India (TII) in its latest survey on Tuesday.

"India's integrity score stands at 3.4 on a scale of 0 (perceived as highly corrupt) to 10 (least corrupt)," the TII said, citing the Corruption Perceptions Index (CPI) 2009.

I cannot think now. If in India corruption that much high, how high it will be in pakistan.

I think you have to be fair when doing any comparison. Given the size of India, obviously it has a lot more and less to offer. More people means more scientist and engineers also more corruption if measured on a scale.


Pakistan has been traditionally known for many of her industries across the world and had an edge over others in the Sub continent. Textiles, Sporting Goods, Surgical Instruments, Leather Products, and military equipment to name a few. Pakistan' has developed a lot the past two decades under Nawaz and Musharaff, it's no longer the same Pakistan of the 80s and 90s, just like India. Only in the 90s it suffered economically after the nuclear explosions and political turmoil, but still managed to pull her out despite of the economic blockade.
