BERLIN: Graft watchdog Transparency International hit out at rich countries over shady banking practices on Tuesday as it published its annual rankings naming and shaming the world’s most corrupt countries.

‘Corrupt money must not find safe haven. It is time to put an end to excuses,’ said the Berlin-based group’s head Huguette Labelle.

‘Even industrialised countries cannot be complacent: the supply of bribery and the facilitation of corruption often involve businesses based in their countries,’ the report said.

In the wake of the financial crisis, the Group of 20 (G20) industrialised countries turned up the heat on tax havens, targeting rich countries with long-held banking secrecy laws like Liechtenstein and Switzerland.

But Labelle said extra efforts were imperative, calling for more bilateral treaties on information exchange in order to ‘to fully end the secrecy regime.’

Overall, the 2009 corruption list is ‘of great concern,’ the organisation said, with the majority of countries scoring under five in the ranking, which ranges from zero, highly corrupt and 10, which is very clean.

With a score of 2.7, Pakistan was ranked 139 out of the 180 countries on the list, a position it shares with fellow South Asian nation Bangladesh, the SE Asian country Philippines and the Baltic state of Belarus.

The bottom five nations — Somalia, Afghanistan, Myanmar, Sudan and Iraq — show that ‘countries which are perceived as the most corrupt are also those plagued by long-standing conflicts, which have torn apart their governance infrastructure,’ TI said.

The five countries seen as least afflicted by corruption were New Zealand, Denmark, Singapore, Sweden — and Switzerland.

New Zealand scored 9.4 points whereas Somalia scored 1.0 points.

The score is based on perceptions of the degree of corruption as seen by business people and country analysts. —AFP

Can u shed some light on the most corrup departments and areas in pakistan please?

India was ranked 84th among 180 countries assessed for integrity, continuing to be perceived as a highly corrupt nation, by Transparency International India (TII) in its latest survey on Tuesday.

"India's integrity score stands at 3.4 on a scale of 0 (perceived as highly corrupt) to 10 (least corrupt)," the TII said, citing the Corruption Perceptions Index (CPI) 2009.

what we have to do with where India stands?? We need to eleminate corruption in our own country.

On other hand well i dont know what is the most corrupt department but i think currently it should be Pesident department :P

Least score is worth. Bangladesh has around 1.7, while ice land, finland has above 9.5

Also, the list is not according to corrupted countries its according to transparancey rate. So, for list of corruption we count from back.

pakistan as score10 is for least corrupt moving from 0 so u can figure it out

On other hand well i dont know what is the most corrupt department but i think currently it should be Pesident department :P

I think its infrastructure, defence, housing and govt. sector.

The reason I know why they are corrupt is that I have recently came close to one business (having worth rs. 50 crore illegally). He can easily take orders of around 500 crores from public companys like "Housing development societies, National Building Departments etc."

Hopefully we can increase our transparancey rate.

If we want to play the ranking game, please know that the World Bank ranks Pakistan 85th in the "Ease of doing business" index, whereas India stands at 133. You cannot have such a significantly better business environment if you have higher corruption. Which is why I have very little faith in the Transparency assessment.

In the World Bank's detailed assessment, almost every aspect of doing business, from incorporation, to tax holidays, to better infrastructure etc. is easier in Pakistan. In fact, historically, the one area which Pakistan could have done with an improvement in was the ease with which taxes are filed; since the last year or so, Pakistan has moved to a completely electronic e-filing system. My business filed taxes last year with zero difficulties. I expect this will be taken into account when the World Bank refreshes the list next year and Pakistan will rise further on the list.

The World Bank's assessment casts serious doubt on Transparency's (usually politically driven) rankings. The World Bank's list is available here:

A.T. Kearney has also recently significantly upgraded Pakistan's ranking on the list of offshoring destinations. That link is listed here:

This year developing countries like Serbia, Burkina Faso, Peru and Ghana fared better than India by claiming 83, 79, 75 and 69 spots respectively.

China scored 3.6 on the scale, thereby indicating slightly better position than India in terms of perception of corrupt countries.
In neighbouring countries, Nepal was at 143rd position much below India, Pakistan scored 2.4 claiming 139th position along with Bangladesh while Sri Lanka scored 3.1 and stood at 97th position.

Nearly half of the countries have scored three or less on the scale of zero (perceived to be most corrupt) to 10 (perceived to be least corrupt) showing that corruption is rampant across the world. The index prepared by the voluntary group used 13 different expert and business surveys.

"Transparency international has found that strong correlation between corruption and poverty continued to exist, jeopardising the global fight against poverty and threatening to derail the UN Millennium Development Goals," Admiral (retd. R H Tahiliani, Chairman of Transparency International India said in a statement.

India need to do well to curb the corruption to achieve any progress as a whole :agree:
No need to highlight the Chinese part as they are not transparent to the outer world and we never know chinese for sure :lol:
