Thats what you call BS. Used in politiks quite often or sensational media. Numbers like that get attention, but a detailed report gets only a couple of good reads.
Just cause China has 3 million soldiers doesn't mean they can deploy 3 million to the border with India. Not even close.
Have to take into account logistics, time, money, whole bunch of crap in order to actually fight a real war. Border is basically 2 to 1 in Indias favor hence the reason PLA feels the need to have Pakistan confront India instead.

What matters the most is border infrastructure.

The question is how much "force concentration" can you bring to a point along the LAC at any given time.

And India has admitted many times that China is leaps and bounds ahead in this regard. Much of India's border infrastructure doesn't even reach the LAC.

That's what your own Army has been saying. They have openly admitted many times that China is way ahead.
