Comparisons: ‘Punjab allocated less funds for health, education’

LAHORE: Sindh and Khyber Pakhtunkhwa (KP) governments allocated more funds than the Punjab government for health, education and social welfare sectors in the 2013-14 budget, said experts on Thursday.

“The Punjab allocated Rs 85,048 million, Sindh Rs 101,654 million and KP allocated Rs 86,600 million for programmes related to children’s needs,” they said at a consultation organised by the Child Rights Moment Punjab.

They said the budgetary allocation for child-specific programmes in the Punjab had been low in four years from 2010-11 to 2013-14.

But the situation is better in education and social welfare sectors, they said.

“Of the total education budget in 2013-14, 89.64 per cent was allocated for children specific programmes, projects and activities. The allocation in 2010-11 was 77.65 per cent of the total education budget.”

They said the Punjab had allocated “extremely low” amount for children specific health initiatives and programmes in 2010-11. This has gradually increased in the subsequent years; it was 15.13 per cent, 17.85 per cent and 15.58 per cent in 2011-12, 2012-13 and 2013-14, respectively.

In the Punjab’s budget, social welfare received scant attention and within the social welfare budget, children specific programmes and initiatives received extremely low attention, according to the experts.

Amer Eijaz from the Center for Peace and Development initiative said the provincial government had to allocate more funds for children specific programmes such as establishment of schools and public health dispensary in villages.“There is need to improve accounting and budget procedures by including children specific allocations.”

Child rights activist Iftikhar Mubarik said the government should announce an education emergency in the province and allocate maximum funds to bring seven million out of school children to schools.

Lets keep KPK aside, even Sindh govt is ahead of Punjab in education & health budget

What greater output, most of the education budget is being spent on laptops and other goodies. What is left for real education spendings? Also its widely rumored here in Lahore that most of health budget is being cut to manage expanses of metro bus and laptops.

Wow look at sindh there. Bad stuff by N there as massive funds are needed to curb illiteracy in punjab and pakistan and that requires higher budgets.
Free govt education and scholarships with more educated teachers and better environment is needed here. Without it you just can have progress in a country.

As for health another massive disappointment. When you have higher medical facilities you need more money to keep it running. The budget should have focused on these two more as these are the main requirement in our country along side security,electricity and infrastructure.

The District Education Rankings 2014 revealed that Punjab was ahead of other provinces with 14 Punjab districts in the top 20.

“Data and evidence has to be the basis of increased accountability and gauging the performance of politicians,” said Mehnaz Aziz, CEO Children’s Global Network. “The government needs to launch a census of all children between the ages of five and 16 to assess where the country stands in terms of enrollment, and plan accordingly. Punjab’s high rank must not be mistaken with the province being anywhere near achieving its target of ensuring 100 percent enrolment and the provision of quality education. There is still a long way to go.”

The report provides a snapshot of the education situation in Pakistan’s 146 districts and shows how widely education standards vary across the country.

Much like last year, Sindh, Balochistan and FATA occupy the bottom of the rankings with Sindh making its first appearance at number 40 with Karachi. This demonstrates a lack of commitment to follow-up on promises made by the provincial government.

I dont get how N escapes criticism for allocating lower funds towards health and education bcz of better education facilities. When you have good facilities you need more funds to
1. Run those facilities.
2. Improve those facilities.

You dont need surveys to know that punjab has the best education facilities in all of pakistan especially lahore with the presence of educational facilities like UET,Punjab university, Lums, KC,GC e.t.c.
But even with these high ranking facilities we still have massive problems related to education. To solve these problems we need to improve our standing even more and for that you need more funds allocated towards the solving of such problems. Its a tough task and it requires focus,determination and well made planning.

And this goes for other provinces too. They must put up their mark and improve themselves just as punjab needs to improve itself too bcz if you think our education facilities are even coming close to matching those of developed countries then you are sorely mistaken.

The books are free for the students.
The education uptil matriculation is free.
Almost all of the schools have been upgraded with IT labs.
Danish Schools have been established for competing with private sector elite schools
position holders are taken to a visit abroad as a reward for their effort.

My fellow, the report has no point in the first place (this report has a single agenda and i.e. trolling (keeping in mind the on going media issue)) coz if you want comparison then it must be performance oriented.

lol what nonsense, it doesn't even mention KPK in whole article. FATA is not KPK. Also post the source of this news piece.
