The only inference i can make out of this move is that,

The CPC views the Congress as too Pro West and wants to find other alternatives for good relations.

This is a positive step in one way because this shows the CPC wants good relations with us and is actually trying to work on this front. OTOH this shows that the Congress and especially MMS have lost their credibility with the Chinese.

Let us wait and see where this goes.
