CPEC money made a round journey, you took loans and paid Chinese companies who delivered whatever they felt like at a price THEY DECIDED ( No price agreements or loan details can be disclosed) Leaving Pakistan with sovereign guaranteed hard currency debts.
They even made sure the they used Chinese labour , so even the wages went to the Chinese
This is an example of how information may be misinterpreted. Diesel Electric locomotives are complex systems that need well trained technicians to service them periodically. Pakistan has a problem of human capital due to underinvestment in skills-based education. That and not the quality of Chinese locomotives is likely to be the reason. Most of the technically skilled Pakistanis have likely gone abroad. That is why there are failures of power grid, railways, airlines. healthcare, education etc., not because the manufacturer created a bad product. If you don't maintain your car well, how long will it last?
