COBRA team snakes into Maoist fortress​

Even as a massive mobilisation of special forces is going on for launching a decisive battle against Maoists in Chhattisgarh, a bloody battle between the highly-trained COBRA jawans and the outlaws at Dantewada on Friday left nearly 20 men dead and scores injured. The casualty figure comprises men from both sides.

Reports said the Left-wing guerrillas suffered a serious setback following a raid on their arms factory by a joint operation team of COBRA and police. Despite the element of surprise, the Maoists shot back and killed an assistant commandant of the elite force. At least six COBRA personnel went missing and an equal number was seriously injured. The number of Maoists killed in the fierce encounter was estimated at over a dozen.

“Nine bodies of Maoists have already been recovered while assistant commandant Manoranjan Singh died in the encounter,” said DGP Vishwaranjan. Confirming that six COBRA personnel were missing, the DGP said more Maoists might have been killed and a search was on to recover their bodies.

The police officials based in Bastar also said the casualty figure might go up as the security teams were yet to return and gun battle was continuing at several places.

The encounter took place after the security forces raided a rebels’ arms factory in the jungles of Singamadagu, 500 km from State capital Raipur.

The gun battle between Maoists and security personnel continued late in the evening and a helicopter was being used to evacuate the injured and the dead, said police sources.

Acting on a tip-off, several teams — comprising about 200 men led by the CRPF, COBRA commandants and Dantewada SP — moved from different sides towards the arms factory, sources said. While one of the teams was returning after destroying the arms factory the Maoists opened fire at them at Palechelma.

The assistant commandant was killed in the incident and the securitymen gunned down seven Maoists in the encounter, sources said. Two more Naxalites were shot in encounters elsewhere in the same region.

The security forcers recovered several weapons, including SLRs and grenades, said IGP RK Vij.

The area is located in deep forests and it was very difficult for the authorities to establish contact with the forces as it could only be done through satellite phones. “Only the team can get in touch with us, not vice versa,” a senior officer pointed out by way of explaining difficulties in getting details.

Significantly, the incident occurred when hectic preparations are on to launch a massive strike against the rebels in Chhattisgarh. The operation will pool together forces from the BSF, ITBP, CRPF, CAF and district police with the help of special police officers, who have been drafted in from the local youth. Already, Air Force officers have visited Raipur in connection with the proposed offensive against the Maoists.

Sources said IAF choppers and other aircraft may be used during the operation for transportation and evacuation purposes. “They will not be used at all for combat,” clarified a top source.

More than 20 battalions of Central and State forces are currently posted in the insurgency-hit Bastar region and nine more BSF and ITBP battalions are likely to join them in the operation.

Govt may use drones to track maoists​

The Union Home Ministry is considering a proposal to buy unmanned aerial vehicles(UAVs) developed by EADS, Europe’s aviation giant, primarily to track Maoists..

“We’ll take a decision only after considering all aspects,” said a top government official.

The UAVs, also known as “spy drones”, can be launched with slingshot or hand toss and can be controlled in the field using a computer. Some UAVs can operate at just five per cent of the cost of manned fighter jets. Some are capable of firing missiles and dropping bombs.
These spy drones can discreetly collect intelligence using video, radar and other sensors and interce-pt mobile and radio communications. It can also keep an eye on the movements of insurgents.

SIDM programme (Système Intérimaire de Drone MALE)

SIDM (Système Intérimaire de Drone MALE) programme is a Medium Altitude Long Endurance (MALE) UAV system for the French Army. The system is based on an Eagle 1-platform of IAI (Israel Aircraft Industry), that, as overall system, has the task of securing ISR missions (intelligence, surveillance and recconnaissance) in all weather conditions. Equipped with a satellite communications link and being highly autonomous, the platform can undertake long-endurance missions for up to 12 hours on zone and at ranges of up to 1,000 km. The initial operational configuration includes an EO/IR camera and a laser designator as well as an SAR imaging radar. This is designed to evolve, with plans to integrate a passive electronic sensor and a Maritime Patrol Radar (MPR), which will give the SIDM system an additional maritime surveillance capability. The aerodynamic configuration selected ensures a substantial payload capacity (over 250 kg) and a mission time that is currently unmatched (24 hours). SIDM operates at an altitude of between 15,000 and 25,000 feet.
Since December 2007, an integrated team of personnel from the DGA (French Armaments Directorate) and the French Air Force has been carrying out verification of this UAV system consisting of three aerial vehicles, the payloads, the laser designator, two ground stations, the line-of-sigth (LOS) and satellite data link system. The follow on flight acceptance operations where successfully concluded in June 2008 with the system being transferred into the ownership of the French Ministry of Defence.

The Euro Hawk® is a Northrop Grumman-produced US Air Force RQ-4 Block 20 Global Hawk derivative equipped with a new SIGINT mission system developed by EADS. The German Ministry of Defence (MoD) has awarded a €430 million contract to EuroHawk GmbH, a joint venture company formed by EADS and Northrop Grumman Corporation, for the development, test and support of the Euro Hawk® unmanned signal intelligence (SIGINT) system on 31 January 2007. The SIGINT system provides stand-off capability to detect electronic intelligence (ELINT) radar emitters and communications intelligence (COMINT) emitters. EADS will also provide the ground stations that will receive and analyse the data from Euro Hawk® as part of an integrated system solution for the German customer. Delivery of the first demonstrator is scheduled for 2010. Planned delivery of the following four UAVs is scheduled between 2011 and 2014. The Euro Hawk® systems will replace the aging fleet of Breguet Atlantic aircraft (SIGINT variant), which has been in service since 1972.

Rotary-wing UAV Demonstrator: Scorpio

Scorpio is available in two versions, the Scorpio-6 and the Scorpio-30. It consists of a rotary-wing aerial vehicle and a gyro-stabilized turret housing the interchangeable visible-spectrum and infrared payloads. It is also equipped with a digital datalink and a hardened portable ground station that not only plans and manages the mission but also controls the payload. It is operated by two persons and is under automatic control throughout its flight. Scorpio is capable of hovering in one position and is therefore a device suitable for operations inside or outside urban zones. It enables to keep a major highway, a road junction, a building or a scene of operations under surveillance and can usefully deliver information to a front line unit as it advances. The development and production of the Scorpio-6 and Scorpio-30 systems are carried out under the overall prime contractorship of EADS, working in partnership with the company Surveycopter. Currently, a major western army is testing the Scorpio-30 in the context of its entire range of missions, including urban conflicts.

Drac/Tracker

The Drac/Tracker system is destined for front line army units with the aim of multiplying their intelligence and reconnaissance capabilities. Within the scope of the Drac contract (Drone de Renseignement Au Contact), Military Air Systems is about to deliver the first of 160 units from series production. The characteristic features of the Drac/Tracker system are its easy transportability (as a backpack), fast deployability (hand launch), discretion (electric engine), the exceptional quality of the images transmitted and its enormous ruggedness (operational capabilities proven under the severest climate conditions). The development and production of the Drac systems are carried out under the overall prime contractorship of EADS in cooperation with Surveycopter.

6 elite troops die, radios fail in Naxal battle​

Six soldiers of India’s elite anti-Naxal strike force were shot dead during a series of fierce gunbattles that has now been on for more than 48 hours in the southern Chhattisgarh rebel redoubt of Dantewada.

This is the biggest loss suffered by the Commando Battalion for Resolute Action (CoBRA) in what is their major anti-Naxal operation in Dantewada, 500 km south of state capital Raipur.

More than 30 rebels are dead and their weapon-production unit destroyed.

This operation demonstrates that the security forces can, and will, act against the Maoists in their strongholds, a home ministry official in Delhi said.

Hundreds of troops backed by two helicopters searched the area where five CoBRA soldiers had gone missing on Friday.

The bodies of two assistant commandants, an assistant sub-inspector two head constables and a constable were found by a rescue team on Saturday, said Inspector General of Police (Bastar range) T.J. Longkumer.

“It’s the first time the CoBRA has suffered casualties of this magnitude...” said Deputy Inspector General (Intelligence) Pawan Deo.

Despite the involvement of specially trained and outfitted troops, there appeared to be communication problems between pursuit units and the main body of CoBRA troops.

It took rescuers 24 hours to find their bodies.

The director of the army’s Jungle Warfare and Counter Insurgency College Brigadier B.K. Ponwar said unified action against the Maoists required a flawless communication network, something that failed on Friday.

“When forces are inside remote forest areas communicating with them becomes difficult, even impossible,” said police spokesman R.K. Vij.

The Chhattisgarh police planned to buy advanced radio sets that would work regardless of terrain and climate, said Vij.

Maoists crushed despite hurdle​

The elite anti-Naxalite force COBRA, which suffered some casualties during its offensive against Maoists in the jungles of Dantewada’s red zone in Chhattisgarh two days ago, has come up against a major hurdle — their communication system failed while tackling the Naxalites.

“Communication in these areas is a problem and we are trying to address it. We suffered some casualties in the process, but have been able to penetrate deep in the forest area, the stronghold of the Naxalites. Now we know the area and what they are doing there,” A S Gill, director general of the Central Reserve Police Force (CRPF), told Hindustan Times.

Over the past few months, the Maoists had destroyed around 70 mobile towers in seven worst affected states, he said, adding the government was seized of the matter and taking appropriate measures.

Terming the operation in which over 30 Naxalites were killed in the jungles of Dantewada a success, Gill said: “For years, nobody had entered this particular area. These people (Naxalites) thought nobody could challenge them there. But four teams went into the area, destroyed their training camp and an arms manufacturing unit.” The operation would continue with full force, he added.

Commenting on the casualties suffered by the CRPF, he said: "We can't expect there to be no casualty in any operation. Unfortunately, these things will happen. "But the Naxals, he added, also suffered a serious setback they never anticipated.

Though the operations against Naxals have gained momentum in Chhattisgarh, Jharkhand and Orissa, the 60-year-old CRPF, the country's largest paramilitary force with 2.7 lakh personnel, will be deploying additional Central forces in the Naxalite-hit states soon after the national anti-Naxalite plan is prepared.

The CRPF has intensified its operations in Chhattisgarh after posting a 1975-batch IPS officer, Vijay Raman, as its special director general at Raipur, the state capital. He has been tasked with coordinating operations with the director generals of all Naxalite-hit states for special operations and deployment of paramilitary forces.

Meanwhile, the country’s second largest paramilitary force, the Border Security Force, too is planning to deploy five battalions in Chhattisgarh to clear certain pockets of extremist Left influence. The government is likely to deploy more Central forces after the Assembly elections in October are over.

Clash in West Midnapore

Armed CPI(M) supporters and Maoists exchanged fire in West Midnapore district of West Bengal on Monday. Some people were reportedly injured. Confirming the firing by the two sides, district Superintendent of Police Manoj Verma said, “A gunbattle is raging between the Maoists and CPI(M) supporters at Enaitpur. We cannot give the casualty figure right now.” (With agency inputs)

IAF copters,ISRO images to be used against Naxals

New Delhi, Sep 22 (PTI) The government will launch an offensive against the Naxals in various states later this year using IAF helicopters for movement of troops and satellite images to carry out surgical strikes.

As per plans, the operations would be led by the anti-Naxal force CoBRA in coordinations with state police and paramilitary forces CRPF, BSF and ITBP, a senior Home Ministry official said today.

The highlight of the operations will be participation of the Indian Air Force (IAF) which will provide helicopters for the movement of troops.

Another unique feature will be the role of ISRO for providing satellite images and National Technical Research Organisation to finetune the strategies.

The personnel of the Commando Battalion for Resolute Action (CoBRA), who have already being stationed in various areas, are now focusing on spreading their intelligence network.

Massive action against Maoists after state polls​

Preparations are under way for India's biggest, most-organised offensive ever against the 42-year-old Naxalite insurgency that is now the country’s biggest internal threat.

Home Minister P. Chidambaram will go on a whirlwind tour of the two most Naxal-affected states – Chhattisgarh and Jharkhand – to review preparations of security forces for the coming offensive, slated for after the Maharashtra elections in October, home ministry sources said.

An additional 20,000 security men, who have trained by the army, are being sent to Chhattisgarh and Jharkhand to add to the 35,000 already stationed there. They are being withdrawn from Jammu and Kashmir, the north-eastern states and elsewhere.

The battles will be fought in the jungles of central and eastern India, which is where the Naxals have their stronghold. “All those being sent has been put through four weeks of rigorous training to prepare them for life in the jungles,” a ministry official said.

“We teach the boys to make friends with the jungle, to learn the art of turning what seems to be a hurdle, into an advantage,” said Brigadier Basant Kumar Ponwar, director of the Counter Terrorism and Jungle Warfare College in Kanker, Chhattisgarh, where many of the forces are being trained.

Apart from reviewing the preparations, Chidambaram will also iron out any small differences over detail to ensure a smooth operation. The Centre and the affected states, whatever their political differences, have agreed on a joint strategy, except for, said the official, ‘some murmurs of protest’.

A media campaign will run alongside to remind people of the senseless violence — unsparing of women and children — Naxals engage in.
