I think these steps are one of political reallignment and reappraisal of policies on the part of both nagions. Saudi-Pak relationship has been the cornerstone of Pakistani politics and geostrategic considerations. Our Qibla is there and therefore Saudia remains a leader in our world.
MBS induction into Saudi politics however brought in a much more rigid and self centered and knee jerk reactions from the Saudi heirarchy which surprised and annoyed many. Pakistan was considered as a vassal state which brought us into very awkward situations. The Yemen incursion was the first indication of fractured and disjointed relationship and the pressure on Pakistan to not join the Turko-Malay steps for a forward block and retraction of the loan facilities suddenly has put immense strain on the relationship which has now become obvious with the SMQ statement and IK public positioning and expression of displeasure with the Saudi setup.
Normally the beligerent MBS would have taken further tit for tat measures but the frailty of the monarchy and the failure of garnering support for the Yemeni misadventure /stalemate has brought a reality check to the Saudi setup. The change of winds in the US camp and lack of support from the Israelis in spite of significant leniency has given the house of Saud and MBS a real shock(reality check). The decreSing demand for crude/world wide is/also creaging ripples and the house of Saud is fast seeing its vulnerabilities both internally as well as externally.
The Arab game plan has always been traditionally to try and keep as many sides happy as it can. With the US and Israelis showing their true colours the house of Saud and MBS has reached out to its old ally once again to garner support and reinforce its house which it might find difficult to keep safe. Imran Khan on the other hand is clearly displeased and unhappy with the treatkent metted out to him by MBS( although diplomatically a lot of faux pas have been committed by him as well).
A lot of diplomatic effort has been on going from both sides to get the house back in order. Pakistan will also need to take Saudi concerns into considerations and at least allay any anxieties which Saudis might have. Whether this can be done without compromising on key national interest goals remains to be seen. MBS needs to learn that hivhhqndedness will lose a very close ally and cause immeasureable harm to Saudi interests. The Bajwa visit is mostly to reinforce key conditions on which future Saudi-Pak relationship will work. I think he along with Raheel Shareef will be able to make MBS and-Saudis-realize that things have changed and previous policies-will not work anymore.
The ball is pretty much in-MBS/Saudi court. They need to agree to the new readjustments in relationship and the key priciples on which a healthy Pak Saudi relationship wilp flourish.
