Does this visit have anything to do with the PA planning to join the coalition with Turkey against the ISIS and other rebel groups fighting to overthrow Assad?

If it comes to that ,PA role will be limited to Turkish soil only but that is highly improbable because no country will allow a foreign military in its borders let alone Turkey.
At most it will be in form of combined training or joint ventures on anti terror technology.

No its not.Nowhere on the Agenda.The world already knows our stance on Assad. We discourage foreign intervention in Syria yet would also want Syrian govt. to solve their internal conflict through peaceful manner. All this even though his father used to support the left-winged terrorsts 'Al-Zulfiqar' in Pakistan during 80s.
In the past PA has had troops on the ground in Turkey to help with the Kurdish insurgency. It was a small special services team and very few people knew about it. With the recent experience gained by PA in COIN, there are opportunities for such cooperation again.
