The Turkey, Malaysia bloc as well as improving relations with other countries that Arabs complain about. For example Iran-Pakistan gas pipeline, even after stopping progress on that pipeline (due to sanctions or whatever) Iran still has the guts to at least openly talk about Kashmir. Yet Pakistan cannot improve relations with Iran because these GCC countries will cut back the funding or threaten to send back Pakistani workers.
As far as if the bloc will take time that may be so but the earlier you start the earlier you reach your destination. What you are describing is exactly the status quo, if something doesn't change, the economic growth will remain consistent. We need the growth to grow. It's like Einstein said 'stupidity is repeating same thing over and over again and expecting different results.'
