Coal to generate 50pc electricity by 2022: Hamid


State minister for energy Nasrul Hamid today said coal was expected to be used to generate 50 per cent of electricity by 2022, reports BSS.

"Under the Power System Master Plan, coal would be the primary fuel for power generation," he told a roundtable titled 'Mega Project Debate, staged by Energy and Power, a specialised magazine for energy sector, at CIRDAP auditorium in the city.

Hamid added: "We expect coal to be used to generate 50 per cent of electricity by 2022."

He said currently the country has a reserve of 3,500 million metric tonnes of coal and even if 35 per cent of the volume could be recovered that would be equivalent to 28 TCF gas.

Hamid alleged that the current campaign against the proposed coal-fired Rampal power plant was aimed to frustrate the government target to ensure energy security with a political motive designed by BNP and its crucial ally Jamaat-e-Islami.

"The people spearheading the (anti-Rampal) campaign in the social media were found to be linked to BNP-Jamaat," he said.

Most experts who took part in the round table said that there was no scientific or technical basis of the campaign being carried out by different groups against the pant.

Energy and Power's editor Mollah M Amzad Hossain chaired the roundtable where international energy expert Engineer Khandkar Abdus Saleque Sufi presented the keynote paper.

Daily Prothom Alo's city editor and energy writer Arun Karmaker, former managing director of BAPEX Mortuza Ahmed Faruque, energy experts Professor Ijaz Hossain and Dr Kazi Bayzid Kabir of BUET, Consumer Association of Bangladesh's (CAB) energy adviser Dr M Shamsul Alam and PDB's former chief engineer M Mizanur Rahman, among others, joined as panel discussants.

In his keynote paper, Sufi said the government steps to protect Sundarbans while building the proposed coal-fired Rampal plant particularly regarding emission control and use of better quality coal satisfied him as an expert.

"A 275 meter tall chimney would be set up to knock down the last traces of particulate matters (while) superior quality of coal would be procured from Australia or Indonesia and transported to deep sea anchorage by Panamax or Supermax mother vessels," he said listing the major precautions to be taken to minimise the environmental risks of the project.

Sufi said the specially designed vessels would carry the imported coal to the plant site from the deep sea to be deposited to meet three months demand in specially built storehouses.

"It (the plant) would be a ultra-super critical power plant," he said adding that the plant was unlikely to harm the mangrove forest also because it would be located far away from the Sundarbans.

Hamid, on the other hand said, alongside the coal, the government also put in its efforts to tap regional sources of conventional and renewable hydropower and "we planned to invest UD$1billion in the hydro electricity".

"Some $40 billion would be required to implement mega projects in the power sector by 2021," he said adding investors from India, China, World Bank, ADB, JICA and KfW expressed their interest to invest in the energy and power sector.

He said the country needs Liquefied Natural Gas (LNG) 3,500 mmccfd and Liquefied Petroleum Gas (LPG) would be supplied to households around 70 per cent by the next three years.

The Sundarbans area would not be affected after construction of the Ultra Super Critical Rampal coal-fired power plant, they said.

Everyone is trying to get away from coal with clean energy options and these guys are pushing coal-burning as a solution to our ills.:rolleyes:

Rampal was opposed by UNESCO as I recall.......they are BNP-Jamaat too?

Solar is too expensive per unit and not technically fesiable on wider basis. Wind power is a joke at the moment. Burning oil and gas is getting out of hand. Nuclear is too expensive to begin with and too technically sophisticated for us. Dirty coal is the only option to go for now.

I have mixed feelings about it. We do need to produce more energy. It is a fact. However coal based plants are a major cause of pollution. But they are also the cheapest source of energy for us. Right now I'd say any project that would generate electricity is welcome. However in the long run we should move away from coal. I really hope we can do something big with solar energy. Nuclear energy is expensive and it also causes a lot of pollution. Right now we need more energy. But being heavily depended on coal is not something I like.

Btw, can't we try to produce more hydroelectricity by constructing dam in another one or two rivers? Is there any river with low politics and foreign involvement?

And maybe we should try to use biomass as a source of energy too. And another nuclear power plant other than Ruppur would be good.

Actually quiet opposite. This week energy generation from renewable sources has suppressed the amount generated from coal /fossil fuel. Even India has taken an ambitious goal to generate a big share from renewable sources and made great strides to achieve it. This whole coal/nuclear power hype came from the marketing of corporations who are losing their market share to renewable energy technologies.

And renewable energy is cost effective in long run than coal power will ever be. Cost calculations shouldn't just calcule the installation and fuel costs, but also the money it costs us indirectly through it's impact on public health, environment and ecology. And if you take all of these in calculation, solar /wind power is quiet cheaper than the coal power.

We need to generate power. We need to do it as fast as possible.

Although I'm no expert, I believe solar energy is the future of power generation. However at present there are several drawbacks.

It might be easy to install a solar panel in a house. But in the larger case, a solar power plant would require a large amount of surface area to be installed properly. Moreover it depends hugely in availability of sunlight. Which in our country would not be much of worry as other than winter we do have long days. But solar plants cannot produce energy at night. Also in the rainy or cloudy days the production amount won't be satisfying. Solar plants would be more prone to damage in storms and rains. Also the amount of energy produced in solar plants are much lower compared to fossil fuel bases power plants. With time things will improve. But right now it is not feasible to replace the coal plants by solar plants. Coal is the cheapest way for us to produce energy.

Also the percentage of solar energy on power sector is slowly rising in our country too.

Renewable energy technologies has came a long way in last few years, that even todays technologies are far superior than that of 2010.
Land is required anyway. In case of BD a renewable energy based plants will have to mix both solar and wind turbines on the same land. And huge amount of land is just an expression not something concrete. Renewable energy is smart energy, and you have to think smart. There is enough lands and urban spaces in our grasp, which if utilised smartly, space won't be problem.


Yes, we do need more power quickly, but there is a saying in Bengali "সস্তার তিন অবস্থা "।

বিনিয়োগ হারানোর ঝুঁকিতে বেশ কয়েকটি ভারতীয় কোম্পানি।

বিশ্বব্যাপী টেকসই উন্নয়নের প্রতি সচেতনতা ক্রমাগত বাড়ছে। এক্ষেত্রে পরিবেশগত ঝুঁকি মোকাবেলার কৌশলী উদ্যোগগুলোয় আগ্রহী হয়ে উঠছে বিনিয়োগ তহবিলগুলো। কিন্তু পরিবেশ নির্দেশনা নীতিমালা মেনে চলছে না ভারতের অধিকাংশ কোম্পানি। এতে বিপাকে পড়তে পারে দেশটির অর্থনীতি। এরই মধ্যে পরিবেশ নীতিমালা অনুসরণ না করায় ভারতীয় কোম্পানি থেকে মুখ ফিরিয়ে নিয়েছে বেশকিছু বিদেশী বিনিয়োগকারী। খবর ইকোনমিক টাইমস।

নরজেস ব্যাংকের ব্যবস্থাপনাধীন বিভিন্ন পেনশন তহবিল চলতি বছরের এপ্রিলে সাত ভারতীয় কোম্পানিতে থাকা ৭০০ কোটি রুপি মূলধনি বিনিয়োগ বিক্রি করে দিয়েছে। নরজেসের কার্বন নিঃসরণ-সম্পর্কিত বৈশ্বিক কৌশলের অংশ হিসেবে কোল ইন্ডিয়া, সিইএসসি, রিলায়েন্স পাওয়ার, গুজরাট মিনারেল ডেভেলপমেন্ট করপোরেশন, এটিপিসি, টাটা পাওয়ার ও রিলায়েন্স ইনফ্রাস্ট্রাকচারে বিনিয়োগ তুলে নিয়েছে।

উচ্চ কার্বন নির্গমন ও পরিবেশের ওপর ভয়ঙ্কর বিরূপ প্রভাবের কারণে নরজেসের মতো টেকসই বিনিয়োগে বিশ্বাসী প্রতিষ্ঠানগুলোর অবস্থান কয়লা ব্যবহারের বিরুদ্ধে। অন্যদিকে ভারতে বহু কোম্পানি কয়লা ব্যবহার করে আসছে। ৫৩ হাজার কোটি ডলারের পেনশন তহবিলটির অভিযোগ, এ সাতটি কোম্পানি তাদের এনভায়রনমেন্ট, সোস্যাল অ্যান্ড গভর্ন্যান্স (ইএসজি) কোড মেনে চলছে না। খনি রয়েছে বা উত্পাদনে কয়লা ব্যবহার করছে, এমন আরো ৪৫টি বৈশ্বিক কোম্পানির ক্ষেত্রেও একই ব্যবস্থা নেয়া হতে পারে।


ভারতের কোম্পানিগুলো থেকে বিনিয়োগ তুলে নেয়া প্রসঙ্গে নরজেস ব্যাংকের মুখপাত্র থমাস সেভ্যাং বলেন, কোম্পানিগুলোর সঙ্গে ইএসজি ইস্যু নিয়ে আলোচনা করা হয়েছে। এছাড়া কোম্পানিগুলোর কাছ থেকে শিশু অধিকার, পানি ব্যবস্থাপনা, জলবায়ু পরিবর্তন ও মানবাধিকার-বিষয়ক নীতিমালা প্রত্যাশা করা হয়েছে। তিনি বলেন, কোম্পানির কৌশলপত্র ও প্রতিবেদনে এ বিষয়গুলো উল্লেখ করবে, এমনটাই আশা করি আমরা।

এদিকে নরজেস বাদেও বিশ্বের বিভিন্ন শীর্ষ তহবিলগুলো ধীরে ধীরে ইএসজি শর্ত পূরণে সক্ষম, এমন ব্যবসার দিকে আগ্রহী হয়ে উঠছে। এসব তহবিলে মধ্যে রয়েছে টিওর প্রাইস, ব্ল্যাকরক, ইনভেস্টেক, ন্যাটিক্সিস, দ্য চিলড্রেনস ফান্ড, হারমিস ইনভেস্টমেন্ট ম্যানেজমেন্ট, নরদেয়া, ক্যালিফোর্নিয়া পেনশনস, অ্যালিয়ানজ অ্যান্ড নর্দার্ন ট্রাস্ট ইত্যাদি।

বিনিয়োগ তহবিলগুলোর এ অবস্থান ভারতীয় কোম্পানিগুলোর জন্য যথেষ্ট মাথাব্যথার কারণ হয়ে দাঁড়াবে। ভারতের বহু কোম্পানিই ইএসজি শর্ত পূরণে সক্ষম নয় এবং এসব সামাজিকভাবে দায়বদ্ধ তহবিলগুলোর ভারতীয় স্টকে ১ লাখ কোটি রুপির বেশি বিনিয়োগ রয়েছে।

বৈশ্বিক টেকসই কোম্পানির তালিকা তৈরি করে আন্তর্জাতিক বিনিয়োগ প্রতিষ্ঠান রোবেকোস্যাম। ভারতের শুধু পাঁচটি ব্যবসাপ্রতিষ্ঠান ইনফোসিস, টিসিএস, টাটা স্টিল, টেক মাহিন্দ্রা ও উইপ্রো টেকসই কোম্পানির তালিকায় পড়েছে। প্রতিষ্ঠানটির কর্মকর্তা মানজিৎ জাস বলেন, দীর্ঘমেয়াদি ও অর্থনৈতিকভাবে প্রাসঙ্গিক ইএসজি ইস্যুগুলোর প্রতি দিন দিন সচেতনতা বৃদ্ধি পাচ্ছে। বিনিয়োগকারীরা পরিবেশবান্ধব লগ্নির দিকে ছুটছে।

বৃহত্তরভাবে ইএসজি নির্দেশিকা অমান্যকারী কনগ্লোমারেটগুলোর বিরুদ্ধে পরিবেশবান্ধব বিনিয়োগকারীদের অবস্থান ক্রমেই বাড়ছে। পরিবেশবান্ধব বিনিয়োগকারীদের হস্তক্ষেপ নাইকি ও ভক্সওয়াগনের মতো কোম্পানিকে দূষণ নীতিমালা সম্পর্কে সতর্ক হতে বাধ্য করেছে।

জেন্ডার ডাইভারসিটি, বর্ণবৈষম্য, মজুরি সমতা, শ্রমিক নিরাপত্তা, পানি ব্যবস্থাপনা ইত্যাদি ইএসজি মানদণ্ড পূরণে ভারতীয় কোম্পানিগুলো অনেক পিছিয়ে রয়েছে। তবে পরিবেশবান্ধব ইস্যুতে সচেতন তহবিলগুলো ভারতীয় বাজার পুরোপুরি ত্যাগ না করলেও, তাদের বিনিয়োগ তুলনামূলকভাবে অধিক ইএসজি নীতিমালা অনুসরণকারী কোম্পানিতে পুনঃস্থাপন করতে পারে। এর বাইরেও বিশ্বের অন্যান্য বাজারে একই ধরনের প্রতিষ্ঠানে তারা বিনিয়োগ করবে।

এদিকে বিনিয়োগকারীদের পরিবেশ সচেতনতা এক অর্থে ভারতের নেতৃস্থানীয় কোম্পানিগুলোকে বৃহদাকারে ইএসজি নীতিমালা অনুসরণ ও স্বীকৃতির দিকে ঠেলে দিয়েছে। রোবেকোস্যামের মানজিৎ জাস জানান, চলতি বছর ‘করপোরেট সাসটেইনেবিলিটি অ্যাসেসমেন্টে’ ভারতীয় কোম্পানির অংশগ্রহণ বেড়ে ৫৩ শতাংশ হয়েছে।

টেক মাহিন্দ্রা, আল্ট্রাটেক ও মারিকোর মতো কোম্পানিগুলো নিজ নিজ খাতে ইএসজি-অনুসারী হওয়ার জন্য কাজ শুরু করেছে। অন্যদিকে ‘সুশাসন’কে নিজেদের কেন্দ্রীয় থিম বানিয়েছে টাটা গ্রুপের কোম্পানিগুলো।

টেক মাহিন্দ্রার কর্মকর্তা সন্দীপ চন্দ্র বলেন, বিশ্বে যে ধরনের সুশাসন, সামাজিক ও পরিবেশগত আচরণের চর্চা হচ্ছে, আমাদের দেশে সংস্কৃতির অজুহাত দিয়ে সেগুলো বাস্তবায়ন না করার অভ্যাস বাদ দেয়ার এখনই সর্বোত্তম সময়।

দায়িত্বশীল বিনিয়োগকারীরা ইএসজি-বান্ধব কোম্পানিকেই বিনিয়োগের জন্য খুঁজে নেবে। এমনকি মুনাফাকেন্দ্রিক মূলধারার তহবিলগুলো ইএসজি অনুসরণে দুর্বল কোম্পানিতে বিনিয়োগ করলেও, এসব সব বিনিয়োগ নিয়ে সবসময়ই সতর্ক থাকবে।

Currently the most productive solar plant can produce only 360mw energy. Just look at the Wikipedia for list of solar power plants. You'll see that they require a lot amount of lands. Most of them are on deserts anyway.

I'd say right now we get energy any way we can. When things improve there we should move to green energy as well. Right now I just don't see it possible. We need to ensure constant power supply. Doesn't matter if it's coal, nuclear or solar.

Solar energy has a future only as the source of lighting the house bulbs. BD does not have space to set up huge solar panels. Gas-fired power plants do not produce pollution. Oil/diesel certainly produce pollution. Worst is coal. It produces more Co2 and CO gases than any other source of energy. However, as noted by @Philia in post #4, coal seems to be the cheapest option for a very poor country like BD, at least for the next 50 years, before the country's economy becomes self-propelled.

All the big economies of the world including Japan, USA, China, India, UK are producing more than 35% of their electricity from coal. India and China are the two worst producers of pollution by their coal-fired power plants. People should know that pollution produced by these two countries are already polluting our air because it cannot be stopped at the border.

Contrary to what people like to believe, nuclear power is very clean, cleanest of all. However, it may cause havoc in case of an accident.

I am not a fan of coal-based plant, too much harm to the environment. As a result, I am not in favor of Rampal too. But as pointed before, commissions have probably been taken by now so BAL has to materialize it anyhow.

I'd recommend wind power using turbines. They are surely costly but worth the investment. Pretty sure the recent craze of preserving the climate will get us institutions/donors that would be willing to help out with such an initiative. We are already doing solar and will move to nuclear soon, so why not wind turbines as well?

We already have some non functional wind mill somewhre in the south. Technically we dont have quality wind most places to produce electricity from. Some foreign companies are creating wind map for such projects. But the possibilities are not really promosing in most places. Bottomline: Wind power is a JOKE for now.
