Implementation deals for two Thar coal projects signed

ISLAMABAD: Implementation agreements for two Thar coal-based power generation projects totalling 990 megawatts were signed at the Private Power and Infrastructure Board (PPIB) on Thursday for securing financing of $1.49 billion to cover the cost of the projects.

The agreements were signed by PPIB Managing Director Shah Jahan Mirza, Lucky Electric Coal Project Director Mohammad Asad and Siddiqsons Energy Coal Project Chief Operating Officer Muhammad Abdul Vakil. Earlier, Power Purchase Agreements (PPAs) of both projects were executed on March 7, 2018.

The 660MW Lucky Electric Coal Project, being developed by Lucky Electric Power Company at Port Qasim, is receiving an investment of $1.08 billion whereas the 330MW Siddiqsons Energy Coal Project of Siddiqsons Energy, located at Thar Block-II, is getting investment of $410 million.

Both projects will utilise Thar coal supplied by Sindh Engro Coal Mining Company (SECMC), which is engaged in mining operations for coal extraction in Block-II of the Thar field. Letters of Support have already been issued to both the projects by the PPIB, which are currently at advanced stages of achieving financial close.

It is anticipated that the Lucky Electric Coal Project will start power generation by March 2021 while the Siddiqsons Energy Coal Project will begin operations by June 2021.

Latest advancements by both projects are very crucial in achieving future milestones, which include financial close and start of construction activities.

The addition of 990MW of affordable and reliable electricity will energise the national grid and help save millions of dollars in foreign exchange annually.

Furthermore, it will generate economic activities as well as employment opportunities for the people of Thar in particular and will also entail improvement of basic infrastructure in the vicinity of these projects.

After overcoming electricity crisis, the government is prioritising and encouraging power generation through indigenous coal and hydro resources besides renewables sources for achieving energy security.

1320 MW Port Qasim Coal-fired Power Project Karachi, has entered into Commercial Operation Date (“COD”) from 25th April 2018, which is 67 days ahead of the schedule.
The project will perform successfully during its operation period to deliver sustainable, reliable, clean and affordable energy of about 9000 Gwh.

China Power Hub Generation Company (CPHGC), signed Coal Supply Agreement (CSA) with Mercuria Energy Trading S.A.

CPHGC is a JV project company setup by The Hub Power Company (HUBCO) and China Power International Holding (CPIH). With an estimated cost of approx. $ 2B, the project is one of the largest coal based power projects being constructed under CPEC.
CPEC is much beyond the trade route for Pakistan. Apart from building crucial infrastructure for the long-term needs of Pakistan, CPEC project would assist bridging the energy gap which is the major impediment to the steady economic growth of Pakistan.

Project will contribute 9B kWh of cheaper electricity annually into the National Grid, and will support 4M Pakistani household in yearly power consumption.

The project would consume an estimated 3.8M tons of coal per annum. A Dedicated Jetty Terminal would also be constructed to import coal directly to the plant from the sea.
The successful signing of the CSA also laid the foundation for coal supply after the start of the commercial operations of the CPHGC power plant project

The Main transformers and its accessories for both Unit 1 and Unit 2 have arrived the plant site of 1320 MW Hub Coal Power Plant.It will be operational in Dec 2018

Thar coal project set to start running ahead of schedule

ISLAMABAD / KARACHI: Pakistan’s first Thar coal-based power plant has been 90% completed almost five months ahead of schedule.

The 660-megawatt Lignite Coal Power Plant is expected to start functioning and supply power to the national grid by December 2018.

Engro Powergen Thar Limited (EPTL) and Sindh Engro Coal Mining Company (SECMC) are making the largest private investment under the China-Pakistan Economic Corridor (CPEC) – the only investment which is 95% made by the Pakistanis.
EPTL connected the power plant with the national grid to receive back-feed power supply for the plant on August 1, 2018. “The next part will be achieved by December 2018, when first electron from Thar coal will be added to the national grid. The COD (commercial operation date) is expected to be achieved by May/June 2019,” said Engro Energy Limited Director Mining and Operation Syed Murtaza Azhar Rizvi

First vessel of coal of Hub power plant arrived at Pakistan International Bulk Terminal (PIBT). It sailed from South Africa’s Richard Port in early September 2018. After nearly half month’s sailing, it successfully berthed at PIBT port.

CPHGC Plant Connected to the National Grid

The 1320 MW coal-fired power plant of the China Power Hub Generation Company (Pvt.) Ltd, being constructed in Hub, Balochistan, achieved a major milestone last month when it interconnected with Pakistan’s National Grid, subsequently achieving back energization of its 500KV GIS from Jamshoro side of the transmission lines.

HYDERABAD: A group of 73 engineers who were sent to China for training in operation and management of coal power plant have returned after completing their six-month training.

The move [to send them China for training] aimed to create highly skilled human resource from Tharparkar and other districts of Sindh.

Confirming their return to homeland from China, an official of Sindh Engro Coal Mining Company (SECMC) and Engro Powergen Thar Limited (EPTL) said that the engineers would take over operation and maintenance of newly built 660 megawatt power plant of EPTL at Thar Coal Block II.

Three women were also among those 73 engineers who have were sent to China under the Thar Project and they received training at Yunnan Xunjiansi and Xinjyi power plants. The most of them were from Tharparkar and Umerkot districts.
