CJP Gulzar Ahmed says he will order closure of Pakistan Steel Mills, firing of employees

ISLAMABAD: The Chief Justice of Pakistan on Thursday said that he will order the closure of the Pakistan Steel Mills (PSM) as well as the removal of its employees because the PSM "practically does not exist," Geo News reported.

The CJPs's remarks came during a hearing at the Supreme Court related to the promotion of PSM employees.

The CJP said that the Steel Mills' management is responsible for the plight of Pakistan's largest industrial complex, which has been non-functional for a long time.

"No wrongdoing could take place without the concurrence of the management. Did the government take action against the Pakistan Steel Mills' management?" the CJP remarked.

Censuring the management of Pakistan Steel Mills in strong words, Justice Gulzar said that if the mills are non-functional then there is no reason for the management to stay employed there.

"Since the mills are non-functional, there is no need for a managing director or chief executive to run it," the chief justice remarked. "PSM officers are a burden on the national exchequer. All the officers should be removed first before firing the employees."

He further said that the PSM has hired more staff than required even when there is no work for them to do.

Responding to the chief justice's remarks, PSM's lawyer said that the daily expenses of the mill have been reduced from Rs20 million to Rs10 million.

The Chief Justice replied: "From today onwards, no employee of the PSM will be paid as the mills are not generating any profit. Why should employees be paid for doing nothing?"

Justice Gulzar added that some PSM officers "did not work even for a day from the time of their recruitment until their retirement," adding that the PSM has incurred a debt of Rs212 billion and it has no means to pay it back.

The chief justice further remarked that "no federal secretary is working in the country and their jobs have been reduced to writing letters, which is the job description of clerks," the report said.

"It is not clear why the government has employed secretaries when they do not have any work to do?" he questioned. "The country has been ruined and governmental secretaries are afraid that the National Accountability Bureau (NAB) will catch them."

The Chief Justice of Pakistan said that the remaining 3,700 employees of the steel mills will be dismissed today, adding that 390 out of 437 officers of the mill will also be removed from their services today.

"All employees and officers will be dismissed and the steel mill will be locked today because practically, the PSM does not exist," he said.

God forbid they had actually tried to fix PSM instead of throwing away one of the most vital industrial assets of Pakistan to the dogs.

If anyone needs evidence that judicial activism in Pakistan has fucked up more than just the Reko Diq case, here is the textbook example of it.

PSM’s privatisation at advanced stage, SC told

The Frontier Post

ISLAMABAD (APP): The Supreme Court (SC) on Thursday was informed that the privatization of Pakistan Steel Mills (PSM) had entered the advanced stage.

The process of PSM’s privatisation would be completed by September, the Secretary Industries and Production Ministry told the two-member bench of Chief Justice of Pakistan (CJP) Gulzar Ahmed and Justice Ijaz Ul Ahsan hearing the case of PSM employees seeking promotions.

During the course of proceedings, the CJP observed that the PSM administration was responsible for the mill’s closure of mill. No such entity could be ruined without the collusion of its officials. The officers should be sacked first before the workforce was forced to resign.

He asked whether the government had initiated action against the PSM administration. Both the administration and the officers were a burden on the national exchequer.

He questioned as to why the PSM’s management staff continued to hold their posts. A closed mills did not need a managing director or chief executive, he added.

PSM’s counsel Shahid Bajwa said the PSM’s entire administration had been replaced.

No chance of recovery, that decision should have been made much easier

CJ in last hearing literally bashes the government for making people unemployed and now he is ordering himself...any how it's good to privatize this SOE ....but employees should be given due rights as others SOE...for all we know the real value is in land ...Let's see who get that

Right decision.
Zardari and nawaz dakko gangs destroyed PSM by putting their party workers and voters from interior Sindh. Similarly PIA was ruined by the two mafias by dumping their cronies and voters in it.
With SC ordering the closure PPP wont be able to play Sindh card.

what is the formula, how many time should we try to fix it before getting rid of it.
there should be a govt. entities tax on public to support PIA (a very small air line), PSM (total output; if its functioning; is one million tons .... a very small steel mills with 25000 employees) and other great industrial assets

Supreme Court demands PSM's privatisation plan

February 9, 2021

The Supreme Court has demanded that the details of the Pakistan Steel Mills' (PSM) privatisation plan be shared with it, Geo.tv reported Tuesday.

Chief Justice Gulzar Ahmed, hearing a case at the apex court related to the promotion of PSM employees, appointed Advocate Rashid A Rizvi as a mediator for the settlement between its employees and management.

CJP Gulzar Ahmed, during the hearing, remarked that Karachi Shipyard, Heavy Mechanical Complex, and Steel Mills have been non-functional, while the employees would "sell all the remains of the mills and retire."

He said that the court was not halting the privatisation process, however, the government should keep the court's decision in mind.

Meanwhile, Federal Minister for Privatisation Muhammad Mian Soomro said the bidding would take place in September or October, with the mills' assets worth $100 million.

Moreover, Federal Minister for Planning and Development Asad Umar said that the steel mills' ownership would remain with the government.
