This is what needs to be done,

1. Build much better infrastructure (highways) to Bandarban, Rangamati and Khagrachhari. Build new patrol roads and settlements in the border areas to patrol the border more intensely. Much more than today.
2. Build large airbases in all the larger towns in the Hill tracts, so intensified air-patrols can take place using manned and drone patrol aircraft. Conduct intensified air patrols. Much more than today.
3. Procure AC-130H Ground-attack aircraft/close air support gunship as well as other smaller COIN aircraft platforms to counter any insurgent activity (Embraer Tucano type slow prop driven aircraft) which can use guided and unguided rockets and other locally made economical cost effective air-launched munitions to 'soften' insurgent targets.
3. Take people from Chittagong and Noakhali to the border area settlements and give them enticement to settle there (low cost agricultural land to farm coffee, coco, tea, pineapple, bananas and whatever else). Talk with the agri-dept. and come up with new crop plans in these areas.
4. Develop tourism in areas other than Sajek Valley. Ensure safety with military patrols.
5. Work intensely with Tribal elders/chiefs and ensure misunderstandings between tribals and Bangladeshis are avoided. This is of utmost importance.
6. Ensure tribals learn Bangla and use it in govt. and educational usage and encourage inter-marriage between tribals and Bangladeshis.

I think the grievances of the tribals are that they are not getting their due rights. I don't if it's true or not. I think proper representation of tribals in army, universities, police, civil sectors and parliament may make them more loyal towards the country.

As for inter marriages I have noticed one thing. The tribal Bengali marriage, regardless of religion, is mostly between a tribal female and a Bengali male. I have never seen any tribal man marrying a Bengali woman. But when it comes to interfaith marriages I have seen both Bengali Muslim women marrying Bengali Hindu/Buddhist men and Bengali Hindu/Buddhist women marrying Bengali Muslim men. I guess it has to do with the physical appearance of the tribals along with social barriers of the tribal communities regardless of religion.

You haven't seen enough then. One family I know are from tribal heritage. The man married a Bengali womaan, so his brothers took away all the lands he got from his father and forced him to leave his village with a threat to kill his family if he returns.
Same with women marrying a Bengali too. They leave under threat for their choice and driven away from their ancestral land. With this level of persecution by tribal societies I don't think any tribal man would marry outside their ethnicity even if they wants to.

Well not directly. But like all languages there has been admixture/adoption of many Sanskrit words in Bengali (which some say is derived from Pali), just like there are English, Persian,Turkish and even Portuguese words in Bengali because of trade and cultural exchanges.

These apparently simple concepts are debated ad-infinitum by the semi-educated and uninitiated. Like someone's life depended on it. Typical lower-middle-class nasty desi behavior.
