That depend on the China's nuclear weapons policy, no first use and never use it to unnuclear country, only confirm that all China's nuclear weapon---if only one nuclear head reach US land after Breakthrough intercept---that's OK, deterrence, as a normal country , even no one will exchange own one city to others all city.
Too many nuclearheads are useless, only waste, there is no different between killing the earth one time and 1000times, outdata nuclearheads are another trouble.

Agree, nukes are expensive to make, but MORE expensive to retire.

China and India or Pakistan nuking each other? Are you kidding? The fall out alone may do more harm oneself then to his enemy.

Even with the advance space program (such as Star War) US has, they can not be sure of a 100% intercept (esp since both CN and USSR are making progress in their own space programs.), and the destruction of one city will guarantee internal turmoil right away.

It is the buggers that MAY process a few that we need to really worry about.
