If China didnt pay those scientists enough, they wouldn't come to China, many Japanese scientists relocated to China in recent years, it's not because they love China.

Well, you can pay them all the money in the world, that's still illegal.

As I said, I don't really care what you think Chinese government should do. I am saying US should NOT allow people who did not able to get the max SEC/C to work, and you can't get them if you are not born in the US or have an American as parent. China can have these people, I don't care.
