I am not sure, I think a quantum computer is often describe as having so many qubits, each qubit would be in a coherent or superposition state. That is, each of them can be in 0 or 1 state simulatneously for a specific time which would enable computation on those states simulaneoudly. Entanglement is not the same thing, it involve more then one qubit that changes to one qubit would affect the other qubit that is use in specific way to further enhance the computation. So 176 qubits doesn't mean entanglement of all 176 qubits, maybe in many group of different no. of qubit?
