BEIJING, Oct. 11 (Xinhua) -- President Hu Jintao held talks with the visiting head of Vietnam's ruling political party Tuesday, with both sides agreeing to advance their strategic and cooperative partnership in a stable and healthy way.

The meeting marked Nguyen Phu Trong's first time visit to China since being elected as the General-secretary of of the Communist Party of Vietnam(CPV) in January.

The high-profile meeting reflected the importance that both sides attach to developing sound bilateral relations.

Vice President Xi Jinping was also present at the meeting.

Trong was accompanied by a delegation consisting of senior CPV officials, a vice prime minister and six ministers.

During the meeting, Hu said this year marks the 20th anniversary of the normalization of bilateral relations between Vietnam and China.

He said over the past two decades, the two sides have developed an all-round strategic cooperative partnership. The two sides have observed the principles of long-term stability, looked toward the future, established comprehensive cooperation and treated each other as "good neighbors and partners."

Hu said the stable and healthy growth of bilateral links is in the basic interests of both countries and is of great significance for peace and development in Asia and the world.

Hu said China is ready to work with Vietnam to maintain and further develop their all-round strategic cooperative partnership. Hu put forward a five-point proposal to that end, including enhancing political mutual trust, strengthening exchanges between ruling parties, deepening pragmatic cooperation, properly addressing problems in bilateral links through dialogues and consultation and stepping up cooperation in the international arena.

Trong said that he fully agreed with Hu's proposal on developing bilateral relations. He said bilateral links have seen rapid and comprehensive development and historic results over the past two decades.

Trong said the fraternal relations held between the two countries are a source of wealth for both sides. He said relations should be reinforced and carried on from generation to generation.

Trong said the Vietnamese side places great importance on its links with China and considers Vietnam-China relations to be a top priority in its foreign relations.

He said the Vietnamese side will firmly increase the number of China visits by high-level officials, enhance political mutual trust, deepen mutually beneficial cooperation in all fields, enrich cultural exchanges and strengthen cooperation on regional and international issues so as to lift the all-round strategic cooperative partnership to a new level.

Trong is in Beijing for a five-day official visit to China at the invitation of Hu.

BEIJING, Oct. 12 (Xinhua) -- China and Vietnam on Tuesday signed an agreement on basic principles guiding the settlement of maritime issues existing between the two countries.

The six-point agreement is in accordance with the consensus reached by the leaders of China and Vietnam and is based on a 1993 agreement on basic principles for resolving territorial and border issues existing between the two countries, the agreement said.

The two countries should remain committed to friendly consultations in order to properly handle maritime issues and make the South China Sea a sea of peace, friendship and cooperation, the agreement said.

The agreement was signed by China's Vice Foreign Minister Zhang Zhijun and his Vietnamese counterpart Ho Xuan Son.

China and Vietnam should seek a basic and long-term approach that will be acceptable for both sides in solving maritime disputes on the basis of legislation and principles enshrined in international law, including the United Nations Convention on the Law of the Sea signed in 1982, the agreement said.

Both sides should fully respect legal principles, take history and other relevant issues into consideration and accommodate each other's concerns in a constructive manner, the agreement said.

In the process of negotiating maritime issues, both sides should abide by the agreements and consensus reached by the countries' senior leaders and implement the Declaration on the Conduct of Parties in the South China Sea (DOC), the agreement said.

Both sides should solve maritime disputes through negotiations and friendly consultations, and the two countries should consult with other countries if they are also involved in the disputes, the agreement said.

While seeking a basic and long-term approach to resolve maritime issues, both sides should explore interim and temporary solutions, including research and negotiations on the joint development of the sea, without impacting each side's stance and position, the agreement said.

Both sides should seek steady progress in negotiations regarding the maritime demarcation of the baymouth of Beibu Gulf and discuss the joint development of the sea area, the agreement said.

Both sides should promote maritime cooperation in less sensitive fields, including marine environmental protection, scientific research, search and rescue, disaster reduction and prevention, the agreement said.

Heads of the border negotiation delegations of both countries should hold regular meetings twice a year, which will rotate between both countries, the agreement said, adding that special meetings will take place if necessary.

Both sides agreed to set up a hotline contact mechanism in order to allow them to promptly communicate and properly deal with maritime issues, the agreement said.

Vietnam and Philippines -- even allied with the USA -- cannot be a threat to China as long as they have a humanitarian disaster on their hands. USA would be too busy dealing with the humanitarian disaster.

That's the critical insight in my devious plan! :) The way to counter this alliance is to create a humanitarian disaster to keep them busy. Stay on the offensive.
