Chinese police fight the Chinese code enforcement officers in Changsha city

The police offcer scolds the code enforcement offier: it's not easy for the people to make some money, if you have problems with it, you can report it to the above, that is something you should do, other than trying to chase the street vendors away.

Actually the police should be scolded for doing that as the code officers are likely enforcing things like sanitary laws that the police know little about.

Usually when police intervene with code officers this is seen as a likely corruption issue where somebody is being paid off to look the other way.

The real reason is the difference in the areas of responsibility of police and code enforcement officers.

The police need the help and support of itinerant traders, while code enforcement officers are responsible for street hygiene and order.

It is normal for both sides to have disputes. This is not corruption, this is mutual checks and balances and supervision.

They belong to different departments. The most the police can do is to voice some complaints on behalf of the itinerant traders, and in the end, the itinerant traders must still comply with the system of the code enforcement officers.

Yes, but this may as well be like some police officer scolding a fireman for doing his job. As if the police really have some say as to how a fireman should be doing their job. Over here the fireman would tell the officer to STFU and get out of his way. Same with the Code officers. They'd tell the police to get out of their way.

I certainly would hope so.
This cop is a precinct cop.

His work includes inventorying and stopping small-scale criminal activities in the district, regulating residential disputes, preventing the birth of triad groups, and so on. This requires him to have a good relationship with all the residents in the district.

He wasn't just idly interfering with the code enforcement officers work. And he sure as hell wasn't going to interfere with firefighters. The fireman's job didn't conflict with his.
