China does not need any evidence for sure, as once Viet Nam ships are 12-kilometers far away from Vietnamese coast, then they have been inside 9-dash lines, which belong to China.

Can you provide evidence that the vessel was there where you claim to be ?

actually, 9-dash lines outside Tonkin gulf in SCS have nothing to be negotiated, such talks only gives Vietnamese a chance to learn how reasonable these waters belong to China.
Accept or not, Viet Nam should not dig one drop of oil inside 9-dash lines, and later, Viet Nam should not catch one fish inside these lines.
