Maybe,probably not. Again this guy is obviously mentally unstable, I'd imagine he would have/ did attack/ed them anyways because he is 'part of the west' and his wife is a 'race traitor'.

The victim did, she identified her husband is French not American. Yet she was skill stabbed and killed.

This is about race traitor more than about US Foreign Policy, first of all, his victim is Chinese, second of all, if he was to express his anti-Americanism, he would have attack something representing America. Not a Chinese lady married to some foreign guy.
