1. You are an ESL speaker so the subtly of the language is lost on you
and
2. You don't come from a society of law and lawyers.
Growing up in Canada we are taught to use the language very carefully as using it wrong can get you sued.

In China, you can say and do what ever you want as long as you don't piss off higher ranking CPC members, so I get it its a different culture.
