It's the opposite. Just like the US, China loses OPFOR war games on purposes to push the military to the limit and to get more money.

If S-400 was dangerous at all to the PLAAF, they would publish that the S-400 was the greatest of all weapons and that the PLAAF might as well be flying paper airplanes - to secure more funding.
