This statement itself puts a lid to any talks.

If it can't be settled, needs to be settled through more direct means. We already had our successes with limited military operations in 1974 then again in 1988, and our naval power is growing by the day.

Diplomacy goes a long way

Vietnam/China are fairly close neighbours , and I think the issue is being raised up to develop anomosity by enemies of China and Vietnam

You did not WIN against United States militarily. Americans won almost every single engagement during the Vietnam war, but decided it was not worth the cost and withdrew. Without USSR and China supplying you with weapons, you would have been toast. Sure, United States is militarily and economically stronger than China at the moment, but by what measure and quantity model do you come up with 10 times?
