Had this happened in India or US, owner would have been thrown out on the street.

Um no, actually the opposite happens in the US...this is why it would be impossible to build a high speed rail system here and why having mostly poor Chinese farmers who could be easily bought off worked in China's favor.

Back in the late 1960's the citizens of Boston and the local suburbs declined any type of monetary compensation for their property to be taken away to build a highway. When the government persisted the local towns took the US Government to court to prevent it.

While earlier plans called for I-95 to run northeastward through Boston along the Southwest Corridor and a more northerly portion of Route 1 known as the Northeast Expressway, these plans were squashed due to fierce community opposition.

So instead of one person being the holdout nail for a small local government..entire towns/cities were the holdout nail sfor the Federal Government. The US government had to reroute an interstate highway around an entire Metro area of millions of people because nobody wanted to give up their property no matter what the compensation was.

Now this happened 50+ years ago. Today that would happen all along a new rail/highway route.
