Jurisdiction is based on where the guy is when the alleged crime occurred, not what citizenship he holds. Otherwise, no foreign nationals can be prosecuted under the US national security laws. Not sure where do some people get the idea that American citizens are above the law when abroad.

The "colluding with foreign powers" part. If he is a US citizen how can China charge him with that. However as somebody brought up if he is dual then obviously there is a problem.
That's not how it works. Children born to Chinese citizens overseas are automatically citizens of China. This is pretty standard for all countries. Same as if they were visiting Pakistan, Zimbabwe, or in the middle of the ocean on a foreign cruiseship. Most countries don't penalize you for not being physically within the borders.
