China's strategic choice to step up cooperation with India


Beijing, Dec 4 (IANS) China and India have the capability and wisdom to resolve boundary issues and it is Beijing's strategic choice to step up cooperation with New Delhi, said key Chinese legislator Wu Bangguo Tuesday when he met India's National Security Advisor Shivshankar Menon.
Wu, chairman of the Standing Committee of the National People's Congress (NPC), the country's central legislature, spoke highly of the progress made regarding a China-India mechanism for talks between special representatives on boundary issues that was set up in 2003, reported Xinhua.
State Councillor and China's chief border negotiator Dai Bingguo and Menon held talks on boundary issues Monday.
China and India share a 3,500-km-long border. Both sides began to discuss border issues in the 1980s. To maintain peace and stability in their border areas, the two sides signed two relevant agreements in 1993 and 1996. In 2005, the two countries signed a political guideline on border demarcation during Premier Wen Jiabao's visit to India.
Wu said the two countries should take a strategic and all-around view, equally negotiate, respect and understand each other and make progress using the current mechanism.
He said he is convinced that the two countries have the capability and wisdom to resolve boundary issues.
Stressing China would like to see a stable and flourishing India, Wu said it is China's strategic choice and policy to step up good-neighbour friendship and cooperation with India.
Wu said China would like to work with India to deepen political trust and boost bilateral strategic cooperative partnership, which complies with fundamental interests of both countries and works for regional and world peace, stability and prosperity.
Menon said India expects to enhance talks at various levels with China, expand pragmatic cooperation and settle boundary issues through friendly negotiations.
India will not let boundary issues exert a negative impact on its overall relations with China, Menon said, adding India is confident about the prospects of bilateral relations.
As the two biggest developing countries in the world, China and India are Asian neighbours and countries with ancient civilizations, Wu said.
Over the past decade, China-India relations have become mature and stayed on a healthy and stable track, Wu said.
As the international situation is undergoing profound changes, China and India share extensive common interests, enjoy broad room for cooperation and face new opportunities for development, Wu said.
Menon said both countries are confronted with the same development goals and require a peaceful and stable surrounding environment.
It is significant to the two countries and the world to deepen India-China relations, said Menon.
Menon underscored India's commitment to developing a strategic cooperative partnership with China that is oriented toward peace and prosperity.
Menon concluded his Beijing visit Tuesday.

In return India sould accept to stay away from SCS and USA.

Sounds good to me. And as a matter of trust India-China-Russia should form a cooperation forum. Pak should be welcome if they desire. It will be stable and peaceful Asia without any western say on anything.

Yes I know it's impossible :D it's just a wish ;)

Chinese are proving to be all words and no action...wether it is lip service like this or the warnings on the SCS.

Even if India stays away, what mechanisms wil in place to make sure they are not proliferating weapons to such rogue nations? Hope for the best, prepare for the worst!

No substantial words from both sides,just China said somthing to India like that US had said to China and India expressed it's confident about the prospects of bilateral relations,any kind,maybe hostile relation always an option.

Angry China can’t stop ONGC’s Vietnam hunt

New Delhi: Oil and Natural Gas Corporation (ONGC) plans to pursue exploration and production activities in the South China Sea despite Chinese opposition, CMD Sudhir Vasudeva said. Chinese officials and media have recently voiced protests against ONGC’s plan to develop oil blocks in the South China Sea allocated to it by Vietnam.

“The South China Sea issue is blown out of proportion. We have been producing and selling natural gas from two blocks — LanTay and LanDo — in the region for the last 30 years,” Vasudeva said.

BP and Petro-Vietnam are ONGC’s partners in the blocks. India has so far downplayed the issue, stating its exploration projects in Vietnamese waters do not violate international law, and that China's opposition has no legal basis. Last month, India and Vietnam signed a three-year deal seeking mutual investments and cooperation in energy exploration, production and refining.

ONGC also plans to invest more in Rajasthan’s Barmer oilfields operated by partner Cairn India, with which it had a royalty dispute until recently, Vasudeva told FE.

According to Cairn, Barmer output can be increased by 37% to 2.40 lakh barrels of oil per day, for which the company needs the consent of its 30% joint venture partner ONGC, besides fresh investments and regulatory clearance. ONGC was believed to be not in favour of investing more because until recently it was bearing the full burden of royalty payable to the state government, although it enjoyed only a 30% share in profits, making fresh investments unwise.

The companies recently resolved the issue with Cairn agreeing to make royalty a recoverable cost as suggested by the government while clearing Cairn India’s majority stake sale to UK-listed Vedanta Resources.

Vasudeva said ONGC will make use of all opportunities that support its vision of doubling its oil and gas reserves to 6 billion tonne of oil and oil-equivalent gas. Reserves indicate the oil or gas that geology and technology allow to be extracted out of a much larger deposit called ‘in-place oil or gas.’

Vasudeva, however, said it was incorrect to assume that ONGC was ever against making fresh investments in the Cairn-operated asset. “It is a perception issue. We have never been against making investments in Cairn’s Rajasthan project. We have committed as well as invested in the project even when our net present value (NPV) of the project was negative,” Vasudeva said, adding that ONGC brought about $1 billion out of the $4 billion that was invested in the project.

With the SCS heating up, India should add pressure by starting training with the Vietnam, Philippines, Malaysian, Taiwanese, Japanese and South Korean navies. This will be an additional card to be played during negotiations.

Then we should start negotiating with China to resolve the border and resolve it in the next 5-7 years. Once that is done, we should start improving relationship with China and stop making someone else fight ours.

China wants to focus in SCS region so it wants to have peace with India.

Yep a Good Policy for Both Nations will be you Keep out in Indian Ocean Region and We keep out in South China seas , keeping Border Disputes on backburner and increasing Trade . India and China should not go the Cold war way .....

BTW, India has no intention to back off from SCS until China withdraws claim of Arunachal Pradesh & hands over
Aksai Chin back to India - in return we could stop the Tibetan Govt-In-Exile and reduce military footprint in

Yep that would be a great move considering what China is doing in Pakistan . They arm one of Our foes and we arm half a dozen of theirs .

China has given Nukes and Missiles to pakistan with the active support of USA. There are no good guys here.

We dont have to worry about arming china's foes as US will be doing that for us. We just need to piggy back on the US till we resolve our border with China. After that, It would be better to be friends with Neighbour China that a country that is half way around the world.
