Just because the R refers to Road doesn't mean all your trade will go through land routes. IOR will continue to be China's weakness, the reason why China wants India on board.

If you notice, all the negative news regarding OBOR is only about India, not Japan, not the US etc. It's all about India. Without India, your OBOR initiative is a small initiative with only small countries involved.
