China’s president orders safety campaign after explosion at barbecue restaurant kills 31 people

The is downright scary, I never thought cooking gas could kill so many.

Look at the netizen comments, they hate this mayor bowing to apologize just like the japanese.

But didn't this bowing etiquette come from China in the first place, why blame Japan?
Because bowing as a form of apology has been played out by the Japanese.

In Japan, even for a mistake like a nuclear leak, if the wrongdoer bows and apologizes, he is immediately forgiven and exempted from further punishment.

In China, it is not acceptable to do so.

Enough people and high enough level officials must be held accountable and punished for an accident of this magnitude. The mayor would have been one of the officials punished. Of course, he should be the highest official punished for this accident. The city's fire safety department officials need to be held accountable for their failures, while the mayor needs to be held accountable for his leadership.

The local fire safety department did not provide adequate safety education to the local commercial staff. This was the most significant cause of the accident.

An hour before the accident, employees of the barbecue restaurant had discovered a gas leak caused by a damaged gas valve. But instead of stopping the business and contacting the fire department, they sent one employee to purchase the gas valve while the other employees continued to operate at the barbecue where the gas was leaking. After the employees bought the valve back, the explosion occurred when the valve was being repaired because too much gas had accumulated inside the house.

The fact that the barbecue restaurant was operating so stupidly was the result of the local fire safety department not educating them enough about firefighting in general.

It should be a restaurant. The gas exploded from within the kitchen, where the restaurant is full of customers. It can be happen.

It will not. Back in 2008, all gas pipeline terminals in China were retrofitted with isolation. A gas explosion in one store will not cause a gas explosion in other stores.

The fire can spread to the neighborhood if not quickly controlled. Specially when it is in a dense populated area.

Btw, you said that it is the fault of Firefighter, but I said that it is the fault of the boss of the restaurant. Because his / her greed to not stop his business operation when his staff found a gas leak, so it cause an accident like this. He / she should be taken responsibility of this, if he / she still alive after the accident.

The Firefighters have do their job superbly. Because if not, the fire will spread across the neighborhood.

In China, responsibility for large accidents must be assumed by govt agencies.

The restaurant owner has violated the "negligent explosion crime" and will be sentenced to 3 to 7 years in prison. But the local fire safety department also has responsibilities, including popularizing fire knowledge and eliminating fire hazards. The local fire safety department supervisor and the person in charge of this neighborhood are guilty of dereliction of duty, and they will also be sentenced to 3 to 7 years in prison. The person who nominates and appoints these fire department officials will be dismissed from public office. And the mayor of this city has leadership responsibility, usually he will be warned and punished within the party, and he will be transferred.


BTW: Firefighters are not responsible for spreading fire safety knowledge. Firefighters belong to the fire brigade, and they are only responsible for dealing with fires. The Fire Safety and Rescue Bureau and the Fire Safety Inspection Section will be responsible for this.

That sounds like an issue with the restaurant for being greedy.

I mean, you can get this chain of blaming, when will it stop? Why not blame Xi for not properly choosing the provincial cadre?

The highest will only be held accountable to provincial officials. Referring to Wuhan 2019, the Governor of Hubei Province and the Secretary of the Hubei Provincial Party Committee are the most senior officials held accountable.

The accountability system is a Chinese tradition and custom. If it is unacceptable, they can resign.

It is a common belief in China that "the degree of power you have is the degree of responsibility you have".

China has been a centralized state since ancient times, and the govt has a great deal of power.

If the govt shifts the responsibility for large accidents to ordinary people, it will inevitably lead to people's dissatisfaction and distrust. A large amount of discontent and distrust would lead to the collapse of the govt, and this consequence is unacceptable.

So large accidents are necessarily the responsibility of govt agencies. This is the experience we have gained through thousands of years of history.

Japan, which was deeply influenced by Chinese culture, was also an accountability country in the beginning. Samurai who made mistakes were even held accountable by committing suicide. But now Japan has become a Western country where a single bow can repay all responsibility. This is the reason why Chinese people started to hate bowing.

Again, the correct system is to the treat who does wrong/responsible and not lump all together, that just creates unneeded pressure and animosity within the system.

So I feel both China and Japan are doing wrong, just in opposite cases.

It's your thinking that's wrong.
If a manager wants to pass the buck, he can always find a reason to do so. Government officials are among the most likely to do so, and govt officials are also the most likely to slack off and be inefficient at their jobs.
That's why anchoring responsibility as pressure on govt officials is a very effective way to improve productivity.
