Beijing (AFP) – China's top legislator Li Zhanshu will visit Russia next week, state media reported Sunday, becoming the highest-ranking Communist Party politician to travel to the country since Moscow's invasion of Ukraine.





Beijing and Moscow have drawn closer in recent years, ramping up cooperation as part of what they call a "no limits" relationship, acting as a counterweight to the global dominance of the United States.

Meanwhile, tensions between China and the West have risen as Beijing has refused to condemn Moscow's invasion of Ukraine and provided diplomatic cover by blasting Western sanctions and arms sales to Kyiv.

Li, who ranks third in the Chinese government hierarchy, will pay official visits to Russia, Mongolia, Nepal and South Korea from Wednesday until September 17, according to the official Xinhua news agency.

He will attend the Eastern Economic Forum due to be held over four days from Monday in Russia's far eastern city of Vladivostok, Xinhua reported.



Li, 72, is likely to retire from his role in the Communist Party at a landmark conference next month, where President Xi Jinping is expected to secure a precedent-busting third consecutive term in office.

Xi himself has not left China since the start of the Covid-19 pandemic in early 2020.

Li Zhanshu was born in 1950. He will definitely retire next term.

Li Zhanshu's position in CCP is similar to Pelosi's position in the US government. His ranking is indeed very high, the third highest ranking official, but his actual power is similar to that of the speaker of the US House of Representatives.

According to the CCP's promotion rules, Xi and Li's successors must be born after 1959 and before 1968.

There are now four candidates in the CCP party. Xi and Li's successors will be determined from these four candidates in October this year.






Xi&Li's successor and five other top officials were decided by the 205 members of the CCCCP. CCCCP is the highest authority of CCP:


Hu Chunhua is the most popular candidate:

Also, how does one go about joining the CCP if they wish to ? Do they have grassroots organizations in colleges etc to manage the smaller affairs of their district, city etc from where they are promoted to national service ?

China's system is as follows:
China's political structure is divided into four parts.
First, the government. It carries out administrative work, the premier is in the charge it.
Second, the CCP Central. It formulates major national policies, the CCP general secretary is in the charge it.
Third, the National People's Congress(NPC). It is responsible for formulating national laws, is similar to United States House of Representatives. the NPC chairman is in the charge it.
Fourth,Chinese People's Political Consultative Conference(CPPCC), It is composed of representatives of other parties, ethnic minorities, various trade associations, etc.
It jointly participates in legislation and the appointment of government officials. The CPPCC chairman is in the charge it.

Government:
Government officials are nominated by CCP Politburo, and then reviewed and voted by NPC&CPPCC.

CCP Central:
CCP members in various cities elect city-deputies to participate in the provincial Congress to elect deputies provincial-deputies.
And provincial-deputies participate in National Congress of the CCP to elect 205 members of the Central Committee. CCCCP is the highest authority of CCP. Its 205 members will vote to select 25 members of the Political Bureau and seven members of the Standing Committee. Moreover, they can vote to remove officials at any level and veto any national policy.
The top7 will serve as:
1st, CCP general secretary.
2nd, premier,
3rd, NPC chairman,
4th, CPPCC chairman,
5th, CCP Central Party School President.
6th,CCDI secretary (The CPC Central Commission for Discipline Inspection).
7th, vice premier

CCP Central Party School(CCPCPS) is a special institution. CCP members who are about to enter the top level will study in the CCPCPS. So the president of the Party school is their teacher. Therefore, if the president of the Party school is no more than 62 years old when he takes office, he may be the successor of CCP general secretary.
CCDI is also a special institution. It is responsible for investigating and dealing with corruption by CCP members. It has great power than your imagination. CCDI is an independent organization, it has independent financial power, and it is not under the jurisdiction of any agency. If investigation objectives is a CCP member, CCDI has the power to arrest, detain and prosecute.

NPC and CPPCC both are level by level elections. The citizens elect city-deputies, city-deputies elect provincial-deputies, provincial-deputies elect national-deputies.
NPC and CPPCC are responsible for making laws. And they are also responsible for review and approve the government list submitted by the CCP Politburo.


Politburo Standing Committee Special rules:
1, CCP general secretary usually serves as the chairman of the Central Military Commission and the prime minister as the vice chairman. The two men jointly hold the command of the PLA.
2, If you have not served as a local official, you cannot serve as a Politburo Standing Committee. This can ensure that the top7 members all have governed an economy with a population of no less than 50 million and $500 billion, and have achieved good results.
3, If he is over 67 years old, you cannot serve as a Politburo Standing Committee. So if the president of the Party school is no more than 62 years old when he takes office, he may be the successor of CCP general secretary.
4, The successor of CCP general secretary usually serves as the president of the Party school between the ages of 57 and 62, and the retirement age cannot exceed 72. So the CCP general secretary usually has two terms of office, a total of 10 years. But if Xi Jinping extends the retirement age of citizens stipulated by the Constitution, maybe have a CCP general secretary who has three terms.
5, The CCP adopts a democratic centralized responsibility system. According to the regulations, if the problem involves resource allocation and personnel allocation, each CCP branch needs to call its members to vote. the top7 are also a CCP branch. In theory, the Politburo should also vote for important matters by the top7, but no one knows the actual situation, because no one has seen the top7 meeting.

China has 100M CCP members, 90M CYCL members and 140M young pioneers. The total number of all levels CCP exceeds 330M.

The process of joining a CCP:
I joined CCP in college. First of all, I submitted an application to the head of the Party branch. Then the Party branch sent a party member to talk to me to understand my motivation for joining the party and introduced the rules and regulations. Then the Party branch selected me and another classmate as activists to participate in the study of the Party branch, and arranged a party member as my mentor and contact. About a year later, the Party branch recommended me to enter the Party member training class of the school for training. After the training, the school Party committee sent a teacher to talk with me to learn more about my academic achievements, living habits, ethics, values and so on. Then the school Party committee voted to approve me to become a probationary Party member. Then after another year's investigation, I submitted an application to the Party branch again. After being voted by the school Party committee, I was approved to become a full Party member.

The CCP's system and China's constitution actually do not specify the term of office of the supreme leader and prime minister.

But why are China's top leaders and Prime Ministers usually in power for 10 years? This actually comes from two age limits:

1. During Mao Zedong's period, China's constitution stipulated the maximum retirement time for officials at all levels. The retirement age of Chinese people is 60 for males and 55 for females. The retirement age of the most senior officials is 73 to 77.

2. During Deng Xiaoping's period, the CCP's system stipulated that only members of the Political Bureau aged 58 to 67 had the right to succeed the supreme leader and prime minister.

3. Due to the restrictions in these two directions, the term of office of the supreme leader and prime minister who actually control China is 5&10 years.

4. Xi can postpone the retirement time of citizens by amending the constitution, thus delaying the retirement time of the supreme leader. And then get a third term. He can also find suitable reasons. For example, China's population problem has led to the reduction of its labor force.

5. Because the third term of office must be at the expense of the retirement age of all Chinese people, Xi's plan to postpone the retirement age has been opposed by many people. Until October this year, we cannot predict whether he will succeed in his third term.

I'll be sad if Xi steps down.

If I'm not mistaken. The Xi won the third term. Wang Yang will become the new premier.

And Li Keqiang, the former premier, will become chairman of the Chinese people's Congress. Hu Chunhua will become the first vice premier. Cai Qi served as secretary of the Central Discipline Inspection Commission. Ding Xuexiang will succeed Wang Huning as director of the general office of the State Council.
