Does not need an aircraft carrier to do that. If anything, if it is merely to protect sea lanes access, an aircraft carrier is way overkill.

Up until the late 1980's, China's primary opponent was the Soviet Union. The concern at the time was how to stop Soviet armor divisions from overwhelming northern China, thus the "People's War" doctrine was maintained. The planners had hoped that by having massive number of troops and crew-served weapons, it would force the Soviets into a war of attrition. The First Gulf War was the first glimpse of modern warfare for the PLA, which made them realized the importance of air power. However, most people high in PLA ranks was resistant to such an evolution, believing planes to be expensive toys which money could be better spent on ground forces. By late 1990's, the older generation of commanders were starting to retire and modernization was again sped up by outside events (NATO Serbia campaign).

The jump start for the navy began even later and one of the biggest catalyst was 1996 Taiwan crisis. The heads of the military realized Americans could sail their carrier battle groups right up to China's main ports and there was little they could do. At that time, most ships in the navy was composed of designs from the 1960's and were severely outdated. Of course, China's relative isolation in the international stage and limited economy at the time also limited development. However, most new platforms you see today were initiated during that period when Jiang Zemin was in power. Those programs started to accelerate due to greater access to technology and government spending after 2000.

Realistically speaking, China's doctrine change occured only 20 years ago, from an infantry-centric land force to a more balanced approach. Compared to traditional naval powers such as United States, Britain and Japan, that's only the blink of an eye. You don't development a blue water navy overnight just be throwing money at it. It takes years, sometimes decades, to refine your training, tactics and strategy on how to properly deploy those assets. For example, Type 052C destroyer entered service in 2004, but it was not until 2007 that full operational capability was developed. That was three years for a single destroyer. Varyag and any subsequent carriers that follow will only be more complicated.

It’s not because of lack of capability or money.

Because China decided to first spend its resources to ensure its population is properly fed and properly cloth. So today China do not have millions of extremely poor and staving people with no toilet like India.

In the Wuhan Naval Research Institute a full scale flightdeck of the Varyag was constructed. Full scale mockups of a J-15 fighter and Z-8 helicopter are on top of the deck. This is probably done to research flightdeck operations and develop standard operating procedures for the new carriers.
The new Chinese aircraft carriers probably will be using a ski-jump. Yanliang, near Xi'an in the centre of China is a good candidate for pilot training and the developing of training standards. A ski-jump was created here and J-11's (not J-15's, since no canards can be seen) are on a platform nearby.

In February 2011 the Ukraine announced that 2 Ukrainians stole military secrets over the last 10 years and sold these to China. China specifically asked for information about Ukraine's Naval Aviation Testing and Training Complex (NITKA). In Russian NITKA means 'Scientific testing simulator for shipborne aviation'. NITKA is in the Crimea near Saki and is unique in the world. It is used to train naval aviators in using ski-jump carriers of the Admiral Kuznetsov-class. The Shi Lang (ex Varyag) is of the same class. China has already started construction on its own 'NITKA' near Xingcheng.

In July 2010 the first batch of fighter flight-cadets graduated from the Flight Academy of the PLA Navy. Only in 2005 fighter pilot training started in the naval Flight Academy. Before this period fighter pilots from the PLA Navy were trained by the PLA Air Force.
In January 2011 a JL-9 trainer was spotted with a tailhook. The JL-9 Mountain Eagle is based on the J-7 (MiG-21) and is used to prepare pilots to fly more advanced fighter aircraft such as the J-11 (Su-27 Flanker). Since it is equipped with a tailhook the case of the PLANAF, to prepare for the J-15 (based on the Sukhoi 33). This seems to indicate that 'green' fighter pilots are being trained in preparation of carrier operations instead of retraining PLANAF pilots.
In 2008 50 fighter-pilots started warship captain training at Dalian Warship Academy. The course will last 4 years and the candidates will graduate in 2012. This mirrors the practice in other carrier navies that the captain of an aircraft carrier is a former pilot. The pilot-captains are now commanding destroyers and frigates to gain experience in commanding a ship.
In 2009 the Brazilian Defense Minister stated that Brazil and China reached an agreement to train PLA Navy officers on the NAe Sao Paulo, Brazil's aircraft carrier. This allows PLA Navy staff to get practical experience on an operational aircraft carrier and acquire skills in day-to-day carrier operations.


According to Vice Admiral Dorsett of the U.S. Navy the Shi Lang will start sea trials in late 2011. But he estimated that the Chinese aircraft carrier proficiency and capability will still be very limited by 2020.

Only silly people likes to think China is incapable of succesfully fielding and operating a carrier. As proven earlier, building ships is no biggy to China. We have already taken over South Korea as the largest ship building industry back in January. All China needs now is real experience at sea with her new toy. We should be proud of China's achievements. We managed to cheaply obtain the shell of a former carrier to successfully renovating and putting in the parts. It will not surprise me one bit if we get to see new carriers out in the sea in the not so distanced future.

There is the leaked info on CD forum that the indigenous carriers have the wire cable about 50-75% longer than that used for Varyag!!!

It gonna be the 100,000 tons behemoth according to the ratio.

There would be no point to build a large carrier fleet. Those 10 carriers in the US were built on the doctrine of "surrounding" the USSR, but they got obsolete for that purpose (too vulnerable to armament) yet prior to the USSR dissapearance, and their purpose was changed to a "world police" patrol to act on weaker countries. In the USSR, and Russia carriers were intended to provide air support to the fleet, and a few are needed. Given China's position, I do not think more than like two will be needed, if 1 built at all.

While you indians can only get RIPPED OFF by the Russians to buy CRAP carriers that is not even carrier to begin with!!

In 5 years China will have more and much better carriers than you indians, and you indians will have to spend 20 more billion dollars to buy more Junks from Russia!

Varyag was money well spent. Although it was stripped and non operational, but it was an invaluable learning curve for China.
China, being the biggest ship building industry with relevent ship, tanker and carrier building experience will now be able to put these into a production chain if need be. China may one day be able to profit from the sale of Carriers too!
