US Military Pushes for Closer Ties With Chinese Military

Despite Beijing’s rejection of the recent tribunal ruling on the South China Sea issues, the U.S. military keeps pushing for closer ties with the People's Liberation Army.

Admiral John Richardson, chief of U.S. naval operations, visited China this past week, while the PLA continues participation in U.S.-led Rim of the Pacific Exercise in Hawaii.

Carl Schuster, former director of operations at the Joint Intelligence Center of the U.S. Pacific Command, told VOA the U.S. still considers China a partner in maintaining global security.

“The message we are sending is: We are not happy with what you are doing in the South China Sea, but nothing you have done is irrevocable, and we still see you as a partner, we still want to work with you. And above all, we are not your enemy,” Schuster said.

In an interview with VOA in Hawaii after visiting a PLA ship there in July, Mark Swain, principal director for humanitarian assistance at the Office of Secretary of Defense for Policy, said China can and should be a partner in humanitarian assistance.

“We have proved here countries can work together for humanitarian assistance, to provide for needed assistance to citizens affected by some disasters,” he said.

Schuster thinks, however, that the military-to-military relationship between the U.S. and China can take a dramatic turn if Beijing conducts some irrevocable act, such as declaring an Air Defense Identification Zone in the South China Sea. A zone of this kind signifies airspace in which the identification, location and control of civil aircraft is performed in the interest of national security.

“Is the deterrence value and the engagement value of working with them, does that compensate for the secrets they learn and what they learn about us?" he said. "As a general rule, as long as you are not enemies, the answer is yes. The payoff exceeds the risk. But if you believe they are out to do some irrevocable set of acts, then the answer is no.”

Some observers are concerned that China may engage in what the United States considers irreversible behavior in the South China Sea, including announcing the establishment of the South China Sea Air Defense Identification Zone by 2020.

China has been offering a peaceful solution for this unnecessary mess for so long...have been extremely accomodating to smaller nations.

But instead of listening to China, some listen to trouble makers.

Philippines firmly listen to brouble makers, because they are ally, it has no choices. The US can easily impact filippines election to topple indocile Pinoy president. Philippines has disputes with China, this siutation can get support from its citizens.

Other nations just sitting on the fence. They need Chinese econonic and security public products while they are afraid America interfere their internal affair if they directly say no to America. So maitain ASEAN unification is the largest common sense most ASEAN nations agree.

I won't claim China is the foundhead of civilisation of SE Asia. India, Middle East and Europe all inflence the region. And it is not important who is foundhead of civilisation of SE Asia. Coming to 21 century, all nations are civilized, especially transportation and communciation methods have changed the globe deeply. When a breaking news occur in other part of the world, others can know it quickly, it's amazing.

That kangaroo court decided 17 cases in its history, and was ignored 17 times. That included Japan, UK and Russia.

Acceptance of the kangaroo court verdict would've shed a very bad light on China and broken the global tradition of ignoring pre-paid kangaroo courts.

In the recent ASEAN - China ministerial meeting, there was no mention of the SCS tribunal in their communique.

Everyone has moved on, Philippines has lost USD $30 million for a worthless piece of paper. Bad luck!

The fact is all ASEAN countries are looking at China's very big wallet (and hoping to get a small slice.)

The US has nothing to offer. Instead their pivot to Asia gave China a very good reason to build up the islands in the SCS. The US grossly underestimated the engineering and infrastructure capabilities of China.

Looking back, if there was no "US pivot to Asia" and SCS tribunal, China would only have had a few tiny outposts that were more of a liability than asset. But now, China has three spanking new airfields and 5 lighthouses in the Spratlys. All the airfields are 3 km long and very capable of supporting large military planes and fighter jets.

For the Vietnamese and Philippines' members here, the US was stirring up troubles in SCS to get access to your military bases and to sell you more second rate weapons. This is good for them but bad for you.

Countries don't have permanent allies, they just care about their interests.

Again, money and sheer power talk.

The US did a very big disservice to the small Asian countries by helping China turning small rocks into full-fledged outposts.

I always hold the opinion that soft power is the weak's feel-good weapon. It has psychological value only.

Normally, soft power is an aspect of hard power. You do not work on it; you work to build hard power, and soft power is naturally develops as people are inclined to respect the powerful and rich. In the end, personal human life is relatively short and only the fool is ready to sacrifice themselves for the 'eternal truth.'

The eternal truth is dialectical materialism.

Hence, Chinese brands are popular in Vietnam.

Instead, it will raise China's image in the whole world. Before, many people in Vietnam (mostly in the South) thought China would fear the US mighty military power (even North Vietnam, at its lowest point of economy) did not) and back up, but now they realize the truth.

I am a little surprised that the young people (around 20-25) now seem to love China more than the older (35-45). Oppo is the most sold smartphone in 2016 until now.

As a natural instinct, people will always respect the wealthy and strong countries, not the ones with beautiful but empty labels like democracy, human rights and so on.

Disregard of PCA ruling simply means that the current international order needs to be revised and China has the right and the strength to revise it. USA just gave China a solid reason to revise the international order.
Japan, Korea and Vietnam may wish that China and USA would have a tough fight. Unfortunately China and USA have a common ground called Permanent Member of Security Council. Whether you like or not, China and USA are the rule maker of this planet and have the right to revise the rules while Japan, Korea, Vietnam can only obey.
