To summarize, each bilateral relation can be described in four parts, and the hierarchy of adjectives goes:
all-weather > all-round > comprehensive > mutually beneficial > important
strategic > friendly
partnership > relationship
of coordination > of cooperation/cooperative
The highest theoretical level of relation is "all-weather strategic partnership of coordination", but such a relation does not exist yet - the closest being our relations with Russia and Pakistan.

I have to admit, I can't make heads or tails of this. It would be nice if the descriptors were more precise (i.e. "strategic economic cooperation" vs. "strategic political cooperation,"). Even after looking at the chart and Raphael's translation several times, I still can't figure out which nation stands where in the rank of closeness to China.
Also, where are the rest of the countries? Turkey, Iran, Israel especially come to mind, given the defense and economic ties that those three have, or have had. And how about Colombia, which is rapidly increasing in importance in South America? Also interesting is the explicit omission of the Philippines, Brunei, and Singapore, but not the other ASEAN countries. But Fiji is included?
