So there is no unguided IRBM or greater range

US Pershing in the 80s with crude analog electronics already demonstrated 30 m CEP with radar terminal guidance. China doesn't use 1980s crude analog electronics. So terminal guidance is clearly not the problem. The problem is launching in the general correct direction to allow the terminal guidance to actually work.

Indian missiles have more than one guidance systems for course correction. Their accuracy is very high therefore. In recent test of Brahmos, a ship was hit right in the middle just above water level and significantly damaged it without any warhead shear because of kinetc energy.
