There are two important Chinese CONDITIONAL promises to the United States in an effort to maintain the peaceful status quo.
China said it would not militarize the South China Sea islands PROVIDED the US did not threaten the Chinese islands. By constantly sailing US warships within 12 miles of Chinese islands, China had no choice but to militarize them to protect itself from heavily-armed US warships.
It is surprising that the United States is upset at China's militarization of the South China Sea islands. The Chinese response of militarization should have been expected in light of US naval warships sailing within 12 miles of Chinese islands.

The other conditional Chinese promise is that the Chinese Army will stand down and stay within its borders if the US Navy also stands down in Asia. HOWEVER, if the US Navy fires the first shot in the South China Sea then China is no longer bound by its conditional promise. Once again, the rationale is self-defense.
If the US Navy fires upon a Chinese island or ship then the Chinese Army will move immediately to strengthen China for the long war.
In the July 30 2017 video below, you can see the Chinese main battle tanks, howitzers, MLRS (multiple launch rocket systems), ICBMs, and other weaponry positioned in China's Inner Mongolia. As soon as President Xi Jinping gives the order, the Chinese Army will reclaim Outer Mongolia (which was part of China prior to World War II).

President Xi Jinping reviewed the armed forces on Sunday morning as part of the commemorations to mark the 90th founding anniversary of the People's Liberation Army (PLA), which falls on Aug. 1.
More than 12,000 service personnel from the army, navy, air force, armed police as well as the newly formed rocket force and strategic support troops, took part in the parade at Zhurihe military training base.
It is the first time for Xi to oversee such a large parade at a military base, and the first time for China to commemorate Army Day with a military parade since the founding of the People's Republic of China in 1949."
Outer Mongolia is important for five reasons.
1. Outer Mongolia provides strategic depth. Outer Mongolia is the size of four Californias. By building duplicate J-20 manufacturing plants and other arms industries in Outer Mongolia, China is guaranteed a steady supply of warfighting material.
2. Reclaiming Outer Mongolia restores the historical balance. This is a morale boost to the Chinese people to reunify Outer Mongolia with China.
3. Outer Mongolia has one million tonnes of uranium reserves. China will need Outer Mongolia's one million tonnes of uranium reserves to build more hydrogen-bomb warheads to point at the United States for a counter-strike.

4. The southern half of Outer Mongolia is grasslands. Thus, there are two Californias of grasslands that China can utilize to grow food. This provides food security.
5. A war with the United States is going to take a while. Outer Mongolia provides more living space for China. Using modern technology, China could probably increase its population by 300 million people and locate them in Outer Mongolia (which is the size of four Californias). California has a population of 40 million people. By building high-rises, China can reasonably increase Outer Mongolia's population by 300 million Han Chinese. This increase in population will provide soldiers for a long South China Sea war.
So, the next move is up to President Trump. Will he fire the first shot in the South China Sea? China will most likely declare self-defense and reclaim Mongolia on the same day. Chinese promises to maintain the peaceful status quo are CONDITIONAL. You cannot threaten China without consequences. If you rock the boat, China will react and those promises no longer exist.
