Whatever you say or expect, the basic thing is military technology is the application of mechanical, electrical or electronics technology. Even if the country produces enough engineering and science graduates, it will not work as a magic lamp if their works are not institutionalized in the private companies. It is the responsibility of the govt to provide work/project contracts to the companies. To do so, a country needs many highly qualified technical people to be also employed in the govt ministries. It is not happening in BD.
There also will be problems at the ministry level. The engineers there will have to learn about handling and distributing the work projects. And, I do not think that they can handle it without proper knowledge and experience. Note one thing, civil engineering is the oldest technology. So, please tell us why BD still needs foreigners to do even the tiniest of construction works in the country?
Look at the flyover column sizes in Dhaka. Why these are so large in size? It is because these were just constructed, but were not properly designed by the Army engineers. Why? It is because they just do not know how to do the pile and pier (pillar) design analysis. So, they have built oversize pillars expecting these not to be broken at ease, but at an exorbitant and unnecessary cost.
It is time we give importance to learning from the developed world. Civil engineering should be the first step in that regard. Note also, we cannot even produce lathe machines, let alone designing or producing mechanical components. So, why people should over emphasize the importance of military ToT. We still remain kindergarten students.
