Last week China just upgraded Kashgar airport to an International airport, in south Xinjiang, Kashgar is the air-hubTashkurgan is a new alternative air-hub in Xinjiang besides Urumqi. Much lower in longitude.
The distance from Islamabad to Tashkurgan Khunjerab Airport via Air is less than an hour, closer to maybe a half-hour.
PIA and other private airlines from Pakistan can easily serve this airport from Pakistan side with small regional turboprop aircraft like the ATR 72-600.
Then Pakistani folks could connect to other Chinese cities, a great low cost way to travel to China via China Southern or other Chinese Airlines, bypassing Urumqi.
Urumqi is already connected to Lahore via China Southern which is a much larger International hub - connecting to EU countries and North Africa.
Of course these are just new options besides Dubai and Lahore/Karachi themselves.

Traditionally and historically Xinjiang is divided by a natural barrier Tianshan Mountains into north Xinjiang 北疆 and South Xinjiang 南疆,North Xinjiang used to be dominated by Mongols and Kazakhs, almost all the names of places in North Xinjiang are Mongolian, like Urumqi, Dzungar basin basin. landscrape in north Xinjiang is mainly pasture grasslands and forests, wet and fertile.Kashgar or Kashi is even more North than Tashkurgan. I don't think it is in South Xinjiang. It is close to the border of Tajikistan.

South of the the Tianshan mountain is South Xinjiang, dominated by Uyghurs, it's almost all deserts except for some oasis cities along the fringe of vast deserts, lands dry and barren. South Xinjiang is the least deveolped region in China due to its harsh and barren natural environment, it has the harshest natural environment in the whole central Asia.
There is an ongoing discussion in China about dividing Xinjiang into 2 separate province, north Xinjiang with the capital city Urumqi and south Xinjiang with the capital city Kashgar, so south Xinjiang can gets more funds from the government and could be more developed.
There is an huge ongoing mega project to fast connect north and south Xinjiang by drilling through the mighty Tianshan mountain, expected to be completed by 2025.
