Pakistan needs ICBM that can cover every country so that nobody can threaten it as it will lead to MAD. Russia is a weak(relatively) country(economically, militarily) to USA, but what it has is a huge nuclear force with ICBM.

There is a reason why Germany DOMINATES the world WITHOUT Nukes. ( You can see why China is far ahead of Russia though the latter has a HUGE Nuclear Stockpile )
