Beijing: Chinese President Xi Jinping said on Sunday that the Chinese military headed by him will intensify troop training and combat preparedness to “fight and win” besides creating a strong system of "strategic deterrence."

Xi said this while presenting his work report to the once-in-a-five-year Congress of the ruling Communist Party which began its week-long session here on Sunday.

“We will intensify troop training and enhance combat preparedness across the board to see that our people's armed forces can fight and win,” he said.

In the 63-page report, Xi, who also heads the Central Military Commission (CMC) - the overall high command of the two million-strong People's Liberation Army (PLA) - devoted a special section to the military titled ‘Achieving the Central Goal of the PLA and Further Modernising National Defence and Military’.

The plans outlined by him acquire significance for the Indian military forces considering the frictions at the Sino-Indian border, especially in eastern Ladakh since May 2020 triggered by offensive actions by the Chinese People's Liberation Army (PLA) that had strained bilateral ties.

Both sides resolved some of the issues through 16 rounds of talks and agreed to hold more talks to resolve the pending issues.

In his report, Xi said achieving the goals for the centenary of the PLA in 2027 and more quickly elevating China's People's armed forces to world-class standards are strategic tasks for building a modern socialist country in all respects.

“We will establish a strong system of strategic deterrence, increase the proportion of new domain forces with new combat capabilities, speed up the development of unmanned, intelligent combat capabilities and promote coordinated development and application of the network information system,” he said.

“We will improve the command system for joint operations and enhance our system and capacity for reconnaissance and early warning, joint strikes, battlefield support and integrated logistics support,” he said.

Xi said the PLA will intensify military training under combat conditions, laying emphasis on joint force-on-force training and high-tech training.

Xi's remarks also assume significance amid China's rising military manoeuvring in the resource-rich Indo-Pacific region.

China claims nearly all of the disputed South China Sea, though Taiwan, the Philippines, Brunei, Malaysia and Vietnam all claim parts of it.

Beijing has built artificial islands and military installations in the South China Sea. China also has territorial disputes with Japan in the East China Sea.

“We will become more adept at deploying our military forces on a regular basis and in diversified ways and our military will remain both steadfast and flexible as it carries out its operations. This will enable us to shape our security posture, deter and manage crises and conflicts and win local wars,” Xi said.

Besides increasing the Communist Party's supervision over the military, he said reforms will be carried out in military universities and colleges to build a strong system of training “new type of military personnel and develop new ways to manage military human resources”.

The Chinese military also will improve national defence mobilisation capacity and development of reserve forces and will “continue to modernise our border, coastal and air defence”.

“We will consolidate and boost unity between the military and the government and between the military and the people,” he said.

Chinese are always very diplomatic.

They never say names.

But, it's obvious that "deterrent" it can be only against USA.
Read the art of war. Those rules are ingrained in Chinese culture. China will keep a low profile as they massively build up their strength. They will only make sounds when they are undoubtedly stronger.

They are already stronger and they never make sounds .
American "diplomats" should learn a little bit from Chinese ones.

This build up is highly appropriate. I think there is an agreement among G2 (USA and China) to play out this scenario in the next few decades.

Anyone ever been to St. Maarten in the Caribbean? That's the hub that connects to all other major islands in the Caribbean. Curiously, St. Maarten is divided into two parts half owned by the French, the other by the Dutch.

The premise is that Japan is a very rabid and vicious dog when you unleash it and allow it to have its own independent policy. Japan always needs to be under a leash occupied and subjugated by a foreign power.

The other problem is the Anglos are a very insecure race. If you expel them completely from NE Asia, that drives up their paranoia. They will constantly fear they are China's next target and become militarily very tense leading to a very dangerous world to live in.

Since the USA is a declining power while China is on the rise, they cannot always maintain their current power base in the East in the near future.

So, how to solve this problem? It's easy take the St. Maarten model. Allow China to become strong enough to rule half of Japan, while US can still keep the other half.

50% of Japan can be China's 3rd/4th SAR after Taiwan.

The only solution that keeps all parties happy! Because if China truly kicks US out of the East can expect plenty of troubles caused by White man's insecurity! And China cannot always sit idly by allowing US to have current military reach in the East. G2 probably have ongoing discussions how to jointly manage Japan in the next few decades...

China must adhere to the party's absolute leadership of the military, Xi said in a speech before some 2,300 delegates at the Great Hall of the People.
Thought that was a given, since the PLA is merely the armed Wing of the party .

In name, yes, in essence, PLA is no different from other countries armies.
Not really,PLA being the armed wing of the CCP means they have to adhere to the partys wishes and even ideology. Other countries military is not the case. Their job is loyalty to the country not a party. Since political partes can come and go with time but the country always remains .
What if tomorrow the CCP is deposed from power. What happens to its armed wing (PLA). They will be disbanded right ? Or will they have to be reformed into another structure to serve the country not the party ?

US only has two parties and they are no different from each other in principles and essence, various sects within the Chinese communist party may be more different than democrats and republicans.

The system has worked for 5000 years. How long has UK been around and how long will its system last? Massive change in UK demographics in coming years will certainly change UK political and ethnic situation for sure. UK will likely become a brown pro socialist country like America in the coming years when whites become minorities!

London only 43% white british lol. How long till UK is Brown/Black like South Africa

Ahahah...I knew you will change the topic, since it seems a genuine question touched on your nerve. Anyway suit yourself. Not going to engage in such childish deflections.

you need to get your sarcasm meter mixed. Don't bother replying if you can't understand that.
I don't understand you Indians really. Instead of looking up to China's model of growth and discipline and learn something from them (the good things) you guys are wasting time and continuously engage in online trollism.

You make good movies/series though

China has a different political system. It's a one party state. So it has different rules.

You cannot expect China to follow the same rules as US just as I do not expect US to follow China's.

Many of the lower IQ westerners are always guilty of trying to assess China or other non white countries with white standards and values. These lower IQ people do not understand that the values, ethics, history, morals and lessons learnt are far different from Western standards so many things can simply not be measured or viewed the same way.

That is why Westerners predict Chinese economy to crash every single year because they don't understand how China functions at its core. Ignorant people are the loudest ones.

Its so delicate that if either side starts to win, it ends in civil war for the US lol
