China-Vietnam Maritime Dispute Tests US Pivot to Asia

The standoff over a Chinese oil rig in disputed waters off Vietnam is testing the Obama administration's so-called pivot of military and diplomatic assets to Asia.

Vietnam says the oil rig threatens freedom of navigation and regional peace.

"China's illegal placement of the oil rig and deployment of escort vessels to protect the rig deep into Vietnam's continental shelf and Exclusive Economic Zone seriously threatens peace, stability and maritime security," said Vietnam’s prime minister, Nguyen Tan Dung.

Meanwhile, Chinese Foreign Ministry spokesman Hong Lei accused Vietnam of fueling tensions by questioning his country’s sovereignty.

The Vietnamese "are distorting the facts, conflating right and wrong on the global stage, blackening China and making unreasonable accusations," Hong said.

The standoff is part of China pushing back against a bigger U.S. presence in the Pacific, according to Hillary Mann Leverett, a foreign policy expert and senior adjunct at American University.

"It really puts Vietnam in the forefront of the battle essentially between the U.S. and China over who's going to be able to exert influence today and for the long term in that critically important part of the world," said Leverett, who has served in the State Department.

China’s message is meant for all of Beijing's territorial rivals, said New South Wales University political professor Carl Thayer.

He said the core states in the Association of Southeast Asian Nations, “not just Philippines and Vietnam, are going to be highly concerned, because it's not just an oil rig, it's the military muscle that goes with it, and every state will feel vulnerable to China."

President Xi Jinping said China always works to resolve peacefully issues of maritime sovereignty and questions Asian nations that seek alliances against neighbors.

"We should respect and be considerate of each country's safety concerns,” he said. “Countries that strengthen military alliances against a third party do not benefit regional security."

Leverett said Beijing is trying to undermine the so-called U.S. pivot based on an assumption that Washington will not fight.

"The idea for China is really to give the United States a choice that it can't win,” Leverett said. “Either it has to fight China over islands it doesn't care about or not back up its allies.”

That “sends a very strong signal to those allies that they don't have the United States to rely on, the pivot's not for real, the one and only neighbor they're going to have to deal with now and forever is China," Leverett added.

Washington said it would support legal action by Hanoi against the oil rig as part of what it says is U.S. "national interest in maintenance of peace and stability" in the South China Sea.

Aye, another thread ... Chinese's so obsessed with this :D

Vietnam is not an US ally, and that's why china is turning its nose into Vietnam instead of US allies after Obama visiting around ASIA.
Simply, right now there is only Vietnam.

US hails Vietnam’s goodwill, criticizes China’s provocation over sea dispute

U.S. Secretary of State John Kerry considers China’s unilateral deployment of its oil rig in the East Vietnam Sea a provocative act, while praising Vietnam’s goodwill in dealing with the tension caused by China.

Kerry made the comment during a phone call on Wednesday with Vietnamese Deputy Prime Minister Pham Binh Minh about the East Vietnam Sea situation after China illegally planted its drilling rig Haiyang Shiyou 981 within Vietnam’s exclusive economic zone and continental shelf on May 2, and is maintaining the platform and its escort vessels there despite the strong opposition from Vietnam.

During the talk, Deputy PM Minh, who is also the Minister of Foreign Affairs, briefed Kerry about the latest developments related to the illegal operation of the Chinese rig in the Vietnamese waters.

The Chinese side has deployed a large number of vessels, including warships, to the area to guard the rig, and has continuously increased this force, causing tension to the area, Minh told U.S. Secretary Kerry.

The American diplomat highly appreciated Vietnam’s restraint and goodwill reflected in its efforts to settle the dispute by peaceful measures and dialogues, avoiding escalation of tension that will harm peace and stability in the region.

The U.S. Secretary of State also expressed his deep concern about the fact that China has unilaterally positioned its oil rig in disputed waters in the East Vietnam Sea, considering it a provocative act that has caused more tension in the region.

Kerry also reiterated the U.S.’s policy that disputes in the East Vietnam Sea must be settled peacefully based on international law including the United Nations Convention on the Law of the Sea.

U.S. to grant $18 million to Vietnamese coast guards

In another development, in a report on budget delivered at the Asia Pacific Sub-Committee of the Foreign Affairs Committee under the U. S. House of Representatives, Assistant Secretary of State for East Asian and Pacific Affairs Daniel Russel mentioned the East Vietnam Sea situation.

Russel put an emphasis on the importance of the international community in criticizing China for unilateral acts that are aimed at making changes to the status quo in the sea.

The fact that China has unilaterally planted its oil rig in sea waters that belong to Vietnam and committed some other unilateral actions to change the actual conditions in the East Vietnam Sea are issues of concerns at present.

Russel also repeated the announcement by Kerry during his visit to Vietnam in December 2013 that the U.S. will support ASEAN countries to improve their maritime capabilities with a fund of more than $156 million.

Of the amount, $18 million will be given to Vietnam to help enhance the operation capacity of the Vietnam Coast Guard in search, rescue, salvage, responses to disasters and others, Russel said.
